Mr. Savisaar explained that the Government had discussed the question twice. Whereas the Government agreed that benefits would not be paid to entrepreneurs who kept to the prices on the stipulated 20 percent level, but directly to home consumers. The Ministry of Economic Affairs and Communications together with the Ministry of Social Affairs, the Ministry of Finance, and the Minister of Regional Affairs and the Ministry of Internal Affairs, was assigned the task to prepare the programme for the implementation of that benefit. Information about the programme will be published after it has been elaborated in detail.
Minister stated that the increase in the price of oil-shale oil was actually a pretext to concentrate attention on the problems related to the price of fuel. The position of the Ministry of Economic Affairs and Communications is that in case the increase in price is more than 20 percent, it is necessary to support all consumers, regardless of the type of fuel they use. “The problem does not concern only the price of oil-shale oil,” Mr. Savisaar explained.
