Minister of Justice Rein Lang made a report before the Riigikogu “On the Implementation of the Trends of Criminal Policy until the Year 2010” in 2005.

The Ministry of Justice and the Ministry of Internal Affairs have reached an agreement on the priorities of the relevant sphere, which, in the words of the Minister, marks a new stage of development in criminal policy. Combating the juvenile related crime was fixed as the first priority in the fight against crime. “The best way to prevent the emergence of a new generation of criminals is to deal with the young people prior to their becoming accomplished offenders,” Mr. Lang stated. The Minister highlighted as the next priority the fight against organised crime. In this sphere it is important, first and foremost, to refine the prerequisites for confiscating property derived from offences. “Organised crime could never function without the canalization of the money derived from crime into the legal economic turnover, “Mr. Lang noted, stating that only the first steps towards confiscating the income deriving from crime have been made in Estonia. According to the Minister of Justice, the most important trends of the criminal policy are also the development of the e-file and work with legislation, in particular the enforcement of the expedited procedure and the conciliation procedure. Mr. Lang also stressed that the involvement of scientists in elaborating the criminal policy has considerably increased.

The Riigikogu passed the Resolution of the Riigikogu On the Removal of Members of the Supervisory Board of the Guarantee Fund and the Appointment of New Members Thereof (769 OE), submitted by the Finance Committee. Pursuant to the Resolution, Tatjana Muravjova instead of Jürgen Ligi was appointed a new member of the Supervisory Board of the Guarantee Fund. 51 members of the Riigikogu voted for the passage of the Resolution, no one was against and no one abstained.

The Riigikogu concluded the first reading of the Bill on Amendments to § 22 of the Traffic Insurance Act (737 SE), initiated by the Estonian Centre Party Faction, Estonian Reform Party Faction and Estonian People’s Union Faction.

The Riigikogu rejected the following Bills from the legislative proceeding:

On the motion of the Legal Affairs Committee the Bill on Amendments to § 118 of the Law of Succession Act (735 SE), initiated by Member of the Riigikogu Kadi Pärnits. 51 members of the Riigikogu voted in favour of the motion and 13 members of the Riigikogu against it.

On the motion of the Legal Affairs Committee the Bill on Amendments to § 368 of the Code of Criminal Procedure (690 SE), initiated by Member of the Riigikogu Eiki Nestor, was rejected from the legislative proceeding. 48 members of the Riigikogu voted in favour of the motion and 17 members of the Riigikogu against it.

On the motion of the Economic Affairs Committee the Bill on Amendments to the Traffic Act, Penal Code and Punishment Register Act (588 SE), initiated by Member of the Riigikogu Robert Lepikson, was rejected from the legislative proceeding. 46 members of the Riigikogu voted in favour of the motion and 1 member of the Riigikogu against it.

Due to the end of the working hours of the sitting, the first reading of the Bill on Amendments to the Public Service Act (728 SE), initiated by the Social Democratic Party Faction, was adjourned. Prior to the motion of the Constitutional Committee to reject the Bill 728 SE from the legislative proceeding, the Social Democratic Party Faction took a break.
