At Question Time ministers answered the questions of the members of the Riigikogu.
Minister of Justice Ken-Martin Vaher answered the question of Trivimi Velliste about the enforcement of sentences, the question of Eiki Nestor about assistant ministers and the question of Evelyn Sepp about the sphere of responsibility of the Minister of Justice.
Minister of Finance Tõnis Palts answered the question of Jüri ?ehovtsev about the fuel excise duty, the question of Tõnis Lukas about the building of state museums, the question of Vilja Savisaar about the investments in health care institutions and the question of Andres Tarand about the coalition agreement.
Minister of Culture Urmas Paet answered the question of Enn Eesmaa about the financing of cultural objects, the question of Mark Soosaar about the introduction of Estonian culture abroad, the question of Katrin Saks about TV advertising on commercial channels, the question of Olev Laanjärv about the financing of the foundation Tallinna Lauluväljak, the question of Mihhail Stalnuhhin about the foundation Narva Aleksandri kirik and the question of Andres Herkel about literary classics programme.
The Riigikogu passed the following Resolutions:
The Resolution of the Riigikogu On the Use of Estonian Defence Forces in Performance of International Duties of the Estonian State in Post-conflict Security Restoration Mission in Kuwait, Qatar and Iraq (11 OE), initiated by the Government of the Republic, was passed with 69 votes in favour (1 against, 3 abstentions). The Riigikogu decided to use the Estonian Defence Forces with the staff up to 55 members of the Defence Forces during a six months rotation period in the post-conflict security restoration mission led by the USA and the international coalition forces, within the staff of the international coalition forces in Kuwait, Qatar, Bahrain and Iraq, for a term of up to one year beginning from the secondment of Estonian units to the mission area.
The Resolution of the Riigikogu On the Formation of the Security Authorities Surveillance Committee of the Riigikogu (41 OE), initiated by the Constitutional Committee, was passed with 70 votes in favour. The following members of the Riigikogu belong to the membership of the Committee: Ain Seppik (alternate member Vilja Savisaar), Mart Laar (alternate member Tõnis Lukas), Mart Opmann (alternate member Rein Randver), Toomas Hendrik Ilves (alternate member Ivari Padar), Olari Taal (alternate member Taavi Veskimägi) and Väino Linde (alternate member Märt Rask).
The Riigikogu concluded the first reading of the following Bills:
The Fertilizers Bill (5 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Rural Affairs Committee is 14 May, 10.00.
The Bill on Amendments to the State Borders Act (6 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Constitutional Committee is 21 May, 18.00.
The Bill on the Procedure for the Return of Cultural Objects Unlawfully Removed from a Member State of the European Union (20 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Cultural Affairs Committee is 21 May, 18.00.
The Bill on the Accession to the Convention for the Pacific Settlement of International Disputes (9 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 21 May, 12.00.
The Bill on Amendments to the Law of Property Act Implementation Act and Land Cadastre Act (30 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 21 May, 18.00.
The Bill on the Accession to the Protocol to the 1979 Convention on Long-range Transboundary Air Pollution on the Reduction of Sulphur Emissions or their Transboundary Fluxes (10 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Environment Committee is 21 May, 18.00.
The Bill on the Accession to the Convention on Future Multilateral Co-operation in North-East Atlantic Fisheries (34 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Environment Committee is 8 May, 10.00.
