Keit Pentus as a new member of the Riigikogu, took the oath of office.
The following Acts were passed:
The Riigikogu passed with 64 votes in favour the Act on Amendments to § 15 of the Value Added Tax Act (337 SE), initiated by the Estonian Reform Party Faction, Estonian People’s Union Faction and the Union for the Republic ? Res Publica Faction. The Act makes amendments to the new Value Added Tax Act (RT I 2003, 82, 554), establishes zero rate for the goods placed or located in a free zone. The zero rate of the value added tax is also established for the service of carriage of goods passing external transit customs procedure.
The Riigikogu passed with 62 votes in favour the State Secrets Act Amendment Act (308 SE), initiated by the Government of the Republic. The Act establishes the characteristic features of classified information of foreign states and international organisations, stipulates the legal basis for the protection and processing of classified information of other countries on an equal basis with the state secret. The purpose of the Act is to bring the regulations in force into conformity with the principles and standards of NATO and the European Union.
The Resolution was passed:
The Riigikogu passed with 62 votes in favour (1 vote against) the Resolution of the Riigikogu On the Appointment of Peeter Jerofejev to the Office of Justice of the Supreme Court (317 OE), submitted by Chief Justice of the Supreme Court.
The second reading of the following Bills was concluded:
The Bill on Amendments to the Gambling Tax Act (269 SE), initiated by Members of the Riigikogu Jaak Allik, Kaarel Pürg, Indrek Raudne, Katrin Saks, Helir-Valdor Seeder and Andres Taimla.
The Bill on Amendments to the Maritime Safety Act (271 SE), initiated by Members of the Riigikogu Tiit Mae, Vello Tafenau, Jüri Saar, Jaanus Rahumägi and Märt Rask.
The first reading of the following Bills was concluded:
The Bill on Amendments to the Seafarers Act (298 SE), initiated by Members of the Riigikogu Kadi Pärnits and Eiki Nestor. The term for submission of motions to amend to the Economic Affairs Committee is 13 May, 12.00.
The Bill on Amendments to the European Parliament Election Act (347 SE), initiated by the European Union Affairs Committee. The term for submission of motions to amend to the European Union Affairs Committee is May 10, 11.00.
The following Bill was rejected from legislative proceeding:
On the motion of the Economic Affairs Committee the Bill on Amendments to the Electricity Market Act for the Elimination of Unfair Network Charges (293 SE), initiated by the Isamaaliit Faction.
