The Riigikogu concluded the second reading of the following Bills:

The Bill on the Implementation of the Common Agricultural Policy of the European Union (258 SE), initiated by the Government of the Republic.

Second legislative proceeding of the Government of the Republic Act Amendment Act and Other Acts Arising Therefrom, refused to be proclaimed by the President of the Republic. The Social Democratic Party Faction, the Centre Party Faction and the Isamaaliit Faction moved to suspend the second reading. The motion was not supported (49 against, 32 in favour of the motion).

The Bill on Amendments to § 31 of the Vocational Educational Institutions Act (266 SE), initiated by the Estonian Reform Party Faction, the Union for the Republic ? Res Publica Faction and the Estonian People?s Union Faction.

The Riigikogu suspended the second reading of the following Bill:

On the motion of the People?s Union Faction and Res Publica Faction the Bill on Amendments to § 44 1 of the Basic Schools and Upper Secondary Schools Act (179 SE), initiated by Members of the Riigikogu Peeter Kreitzberg and Tõnis Lukas. The term for submission of motions to amend to the Cultural Affairs Committee is 6 April, 18.00.

The Riigikogu passed:

The Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Appointment of Members of the Supervisory Board of the National Library of Estonia (296 OE), submitted by the Cultural Affairs Committee. Siiri Sisask instead of Ülo Vooglaid was appointed as a member of the Supervisory Board of the National Library of Estonia.

The Riigikogu concluded the first reading of the following Bills:

The Bill on Amendments to the Republic of Estonia Education Act and the Republic of Estonia Education Act and Education Allowances and Educational Loans Act Amendment Act and the Education Allowances and Educational Loans Act (267 SE), initiated by the Estonian Reform Party Faction, Union for the Republic ? Res Publica Faction and Estonian People’s Union Faction. The term for submission of motions to amend to the Cultural Affairs Committee is 6 April, 18.00.

The Bill on Amendments to the Local Government Organisation Act (265 SE), initiated by the Environment Committee. The term for submission of motions to amend to the Constitutional Committee is 6 April, 18.00.

The Riigikogu withdrew from legislative proceeding

On the motion of the Legal Affairs Committee the Bill on Amendments to § 3 of the Restrictions on Acquisition of Immovables Act (233 SE), initiated by Members of the Riigikogu Kaarel Pürg and Mihhail Stalnuhhin.
