A motion for expression of no confidence in Minister of Justice Ken-Marti Vaher was submitted for the legislative proceeding of the Riigikogu. 51 members of the Riigikogu have signed the document. On behalf of the initiators Social Liberal Sven Mikser submitted the Draft Resolution On the Expression of No Confidence to the legislative proceeding of the Riigikogu.

The Riigikogu passed two Acts :

The Riigikogu passed with 74 votes in favour the Social Welfare Act Amendment Act (534 SE), initiated by the Social Democratic Party Faction, which, in calculating subsistence benefits, separates the expenses of the transport of waste from the so-called overhead costs of residence and in this way mitigates the additional costs arising from the price increase of waste handling for persons who need subsistence benefits.

The Riigikogu passed with 49 votes in favour the Act on the Accession to the Protocol to the 1979 Convention on Long-range Transboundary Air Pollution on Persistent Organic Pollutants (556 SE), initiated by the Government of the Republic. The increase in the emission of pollutants released in the ambient air caused the situation that it became dangerous to the health of people and to the environment. For the reduction of the increase in the emission of pollutants the Convention on Long-range Transboundary Air Pollution was signed in Geneva in 1979, which entered into force in 1983. Estonia acceded to the Convention in 2000. The Convention binds the Parties to the Convention to implement relevant measures for the reduction of the increase in the emission of pollutants especially from these sources of pollution which exert influence on the territories of neighbouring countries. Up till now 8 protocols have been drawn up in the framework of the Convention, from among which Estonia has acceded to five.

The Riigikogu concluded the second reading of the Bill on Amendments to the Family Law Act (528 SE), initiated by the Government of the Republic.

The Riigikogu suspended the second reading of the Bill on Amendments to the Commercial Code (552 SE), initiated by the Government of the Republic.

Minister of Economic Affairs and Communications Andrus Ansip answered the questions related to loans.
