Legal basis was created for establishing Estonian Scientific Information System
The Riigikogu passed with 79 votes in favour the Act on Amendments to the Organisation of Research and Development Act (797 SE), initiated by the Government of the Republic. The Act prescribes the establishment of the Estonian Scientific Information System. The System would concentrate the information related to the state research and development activities into a unified entity. This will create better opportunities for the use of human, financial, scientific and working environment potentials.
The Riigikogu passed with 65 votes in favour the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Appointment of Members of the Supervisory Board of the National Opera (845 OE), submitted by the Cultural Affairs Committee. Member of the Riigikogu Enn Eesmaa, instead of Värner Lootsman, was appointed a member of the Supervisory Board of the National Opera.
The Riigikogu concluded the second reading of the Bill on Amendments to the Bank of Estonia Act (720 SE), initiated by Members of the Riigikogu Liina Tõnisson and Mart Opmann The purpose of the Bill is to bring the Bank of Estonia Act into conformity with requirements set fourth in the Treaty establishing the European Community and the Statutes of the European System of Central Banks and the European Central Bank for the central banks of full members of the Economic and Monetary Union. In addition to this, the Bill amends the Act so that the President of the Bank of Estonia can no longer be a member of the Board of the Bank of Estonia, the term of office of the President of the Bank of Estonia is extended to 7 years and, pursuant to a restricting provision, the same person cannot be the President of the Bank of Estonia two terms of office in succession.
The Riigikogu concluded the first reading of the Bill on Amendments to the Riigikogu Election Act, Referendum Act and European Parliament Election Act (836 SE), initiated by the Constitutional Committee. The Bill specifies the provisions concerning electronic voting and work of the Electoral Committee. The National Electoral Committee considers electronic voting at the Riigikogu 2007 election possible.
