The Riigikogu passed the following Acts:

The Riigikogu passed with 81 votes in favour (1 abstention) the Act on Amendments to the Code of Misdemeanour Procedure, Penal Code and Traffic Act (584 SE), initiated by the Legal Affairs Committee. The subject matter of the Act is to abolish the regulation concerning the suspension of the right to drive from the Traffic Act and to replace it with the withdrawal of the right to drive as a supplementary punishment for committing traffic misdemeanours.

The Riigikogu passed with 54 votes in favour (20 votes against) the Immovables Expropriation Act, Code of Enforcement Procedure, Roads Act and Railways Act Amendment Act (647 SE), initiated by the Government of the Republic. The main objective of the Act is to accelerate carrying out of the expropriation for the purpose of the foundation or extension of public roads or railways.

The Riigikogu passed with 75 votes in favour the Railways Act and State Fees Act Amendment Act (648 SE), initiated by the Government of the Republic. The Act establishes basic requirements set by the directives of the European Union to the Estonian railway network in order to develop interoperability of the local railways with common and high-speed railway networks all over Europe. The Act establishes also an activity licence for the construction of rolling stock.

The Riigikogu passed with 70 votes in favour the Waste Act, Packaging Act and Packaging Excise Duty Act Amendment Act (668 SE), initiated by the Environment Committee. The Act establishes the basis for the determination of the location of waste management facilities, the location of landfills included. A register of problematic products will also be created and the requirements for handling of waste from electric and electronic equipment and covering expenditure thereof will be specified.

The Riigikogu passed with 75 votes in favour (1 abstention) the Social Welfare Act Amendment Act (656 SE), initiated by the Estonian People’s Union Faction, Estonian Reform Party Faction and Estonian Centre Party Faction. Pursuant to the Act, children under 16 years of age may go to the rehabilitation centre together with their parents or a caregiver. The Act mitigates the education requirements set to the rehabilitation team, permitting the nurses with vocational secondary education to work in the medical rehabilitation centres.

The Riigikogu passed with 48 votes in favour (4 votes against, 5 abstentions) the Copyright Act Amendment Act (637 SE), initiated by Member of the Riigikogu Katrin Saks. The Act establishes the maximum rate of the loan benefit of books, which cannot be exceeded when paying to authors or owners of copyrights. The sums which have exceeded the maximum rate, are directed to the general distribution fund. The establishment of the maximum rate gives indigenous Estonian literature an advantage over the translation literature.

The Riigikogu passed with 71 votes in favour the Universities Act and Institutions of Professional Higher Education Act Amendment Act (659 SE), initiated by Members of the Riigikogu Vilja Savisaar, Jaak Allik and Helmer Jõgi. The Act excludes from the Universities Act and from the Institutions of Professional Higher Education Act the date which does not allow the extension of accredit decisions concerning the so-called old curricula to new curricula, registered as their substantive legal successors.

The Riigikogu passed with 72 votes in favour (1 abstention) the Infectious Animal Disease Control Act Amendment Act (665 SE), initiated by the Government of the Republic. The Act regulates the surveillance of diseases transmissible from animals to humans (zoonoses) and the bases of epidemiological research of disease outbreaks caused by food. The provisions that regulate the notification of the European Commission about diagnosing the infectious animal diseases and about the occurrence of zoonoses in Estonia, are also specified.

The Riigikogu passed with 64 votes in favour (2 abstentions) the Act on Amendments to § 23 of the Surplus Stocks Charges Act (622 SE), initiated by Members of the Riigikogu Koit Prants, Jüri Saar and Janno Reiljan. The Act makes amendments to the terms concerning the elimination of the amount of the surplus stocks of sugar.
