At the beginning of the sitting the Riigikogu observed a moment of silence to commemorate the victims of the June deportation.
The Riigikogu passed two Resolutions:
The Riigikogu passed with 45 votes in favour (20 votes against) the Resolution of the Riigikogu On amendments to the Resolutions of the Riigikogu in connection with the Appointment of a New Member of the Broadcasting Council (678 OE), submitted by the Cultural Affairs Committee, and according to which Igor Gräzin was appointed, instead of Peep Aru, as a member of the Broadcasting Council.
The Riigikogu passed with 46 votes in favour (1 vote against, 2 abstentions) the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the Estonian Delegation to the NATO Parliamentary Assembly (680 OE), initiated by the Foreign Affairs Committee, according to which Margus Hanson was appointed, instead of Toomas Tein, as a member of the Delegation.
The Riigikogu concluded the second reading of six Bills:
The Local Government Council Election Act Amendment Act , which the President of the Republic refused to proclaim and which is in the second legislative proceeding.
The Bill on Amendments to § 23 of the Surplus Stocks Charges Act (622 SE), initiated by Members of the Riigikogu Koit Prants, Jüri Saar and Janno Reiljan.
The Bill on Amendments to the Copyright Act (637 SE), initiated by Member of the Riigikogu Katrin Saks.
The Bill on Amendments to the Waste Act, Packaging Act and Packaging Excise Duty Act (668 SE), initiated by the Environment Committee.
The Bill on Amendments to the Universities Act and Institutions of Professional Higher Education Act (659 SE), initiated by Members of the Riigikogu Vilja Savisaar, Jaak Allik and Helmer Jõgi.
The Bill on Amendments to the Social Welfare Act (656 SE), initiated by the Estonian People’s Union Faction, Estonian Reform Party Faction and Estonian Centre Party Faction.

Due to the presenter?s absence, the second reading of the Bill on Amendments to the Income Tax Act and Associated Acts (658 SE), initiated by the Estonian People’s Union Faction, Estonian Reform Party Faction and Estonian Centre Party Faction, was not held.

The Riigikogu concluded the first reading of the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (633 SE), initiated by Members of the Riigikogu Peeter Kreitzberg, Ivari Padar, Jarno Laur, Kadi Pärnits, Eiki Nestor, Katrin Saks, Sven Mikser, Jüri Tamm and Mark Soosaar.
The Riigikogu rejected three Bills:
The Bill on Amendments to § 27 of the Pre-school Child Care Institutions Act (636 SE), initiated by Members of the Riigikogu Peeter Kreitzberg, Eiki Nestor, Sven Mikser, Ivari Padar, Jaanus Marrandi, Katrin Saks, Helir-Valdor Seeder, Tõnis Lukas, Jüri Tamm, Kadi Pärnits, Mark Soosaar, Jarno Laur, Mart Laar, Trivimi Velliste and Peeter Tulviste. The motion to reject the Bill was made by the Estonian Centre Party Faction. The result of voting: 55 votes in favour, 12 against. The Bill was withdrawn from legislative proceeding.
The Bill on Amendments to the Employees? Representatives Act (605 SE), initiated by the Social Democratic Party Faction. The motion to reject the Bill was made by the Social Affairs Committee. The result of voting: 40 votes in favour, 10 against. The Bill was withdrawn from legislative proceeding.
The Bill on Amendments to the Income Tax Act (623 SE), initiated by the Isamaaliit Faction. The motion to reject the Bill was made by the Finance Committee. The result of voting: 41 votes in favour, 7 against. The Bill was withdrawn from legislative proceeding.
