At Question Time ministers answered the questions of the members of the Riigikogu.

 

Minister of Justice Ken-Marti Vaher answered the question of Kadi Pärnits about public service and the question of Andres Herkel about the institution of assistant minister.

 

Minister of the Environment Villu Reiljan answered the question of Helir-Valdor Seeder about the land tax and the question of Leino Mägi about granting of permission of mining of sand out of Prangli sand deposit.

 

The Riigikogu passed the following Acts:

 

The Supplementary State Budget of the Year 2003 Act (49 SE), initiated by the Government of the Republic, was passed with 59 votes in favour (22 against). The supplementary budget size is EEK 1,116,654,787.

 

The Riigikogu passed with 75 votes in favour the State Borders Act Amendment Act (6 SE), initiated by the Government of the Republic. The aim of the Act is to create a better legal basis for the work of the Border Guard.

 

The Riigikogu passed with 77 votes in favour the Fertilizers Act (5 SE), initiated by the Government of the Republic. The Act provides the requirements for fertilizers and their handling that ensure the safety of fertilizers to the life and health of the people and animals, to property and the environment, and exert beneficial influence on plants and plant produces.

 

The Government of the Republic Act, Public Service Act, Anti-corruption Act and to the State Public Servants Official Titles and Salary Scale Act Amendment Act (57 SE), initiated by the Government of the Republic Act, was passed with 56 votes in favour (14 votes against). The Act creates a possibility to appoint in each ministry an assistant minister to office, whose more detailed official duties will be established by the directive of a minister.

 

The Riigikogu passed with 72 votes in favour (1 abstention) the  Feedingstuffs Act Amendment Act (66 SE), initiated by the Government of the Republic. The Act eliminates the problems having occurred during the implementation of the Feedingstuffs Act into practice and avoids the problems that may occur.

 

The Act on the Procedure for the Return of Cultural Objects Unlawfully Removed from a Member State of the European Union (20 SE), initiated by the Government of the Republic, was passed with 70 votes in favour. The Act regulates the return of cultural objects, unlawfully removed from the territory of a Member State of the European Union and brought to Estonia, to the Member State of the European Union.

 

The Riigikogu passed with 66 votes in favour (1 vote against) the Performing Arts Institutions Act (4 SE), initiated by the Government of the Republic. The Act stipulates the notion of performing arts institution and the bases for organisation and financing of the activities of a performing arts institution and its reporting.

 

The Riigikogu passed with 65 votes in favour the Act on Amendments to § 163 of the Taxation Act (59 SE), initiated by the Finance Committee. In accordance with the Legal Chancellor?s proposal, the Act brings the Act into compliance with the Constitution. The amended provision concerns the persons to whom an interest claim has been submitted on the basis of this provision.

 

The Act on the Accession to the Protocol of 1988 relating to the International Convention for the Safety of Life at Sea, 1974 (8 SE), initiated by the Government of the Republic, was passed with 55 votes in favour. The Protocol of 1988 harmonises the organisation of inspection and certification of ships in compliance with the 1974 Convention.

 

The Act on the Ratification of the Additional Protocol to the Convention on Human Rights and Biomedicine, on Transplantation of Organs and Tissues of Human Origin (56 SE), initiated by the Government of the Republic, was passed with 56 votes in favour. The Act on the Ratification of the Additional Protocol creates legal basis for the implementation of the Protocol in the Republic of Estonia.

 

The Riigikogu passed the following Resolution:

 

The Resolution of the Riigikogu On the Appointment of Members of the Supervisory Board of the Environment Investment Centre Foundation (82 OE), submitted by the Social Affairs Committee, was passed with 50 votes in favour. Members of the Riigikogu Henn Pärn, Rain Rosimannus, Jüri Saar and Helir-Valdor Seeder were appointed as members of the Supervisory Board.

 

The Riigikogu concluded the second reading of the following Bill:

 

The Bill on Amendments to the Bailiffs Act (80 SE), initiated by the Legal Affairs Committee.

 

The Riigikogu concluded the first readings of the following Bills:

 

The Bill on Amendments to § 63 of the Government of the Republic Act (1 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Constitutional Committee is 10 September, 12.00.

 

The Bill on Amendments to § 105 of the State Fees Act and § 61 of the Weapons Act (61 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 12 June, 10.00.

 

The Private Detective Services Bill (13 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 12 September, 16.45.
