At Question Time ministers answered the questions of the members of the Riigikogu.

Minister Jaan Õunapuu answered the question of Helir-Valdor Seeder about administrative management and the question of Andres Tarand about regional development.

Minister of Finance Taavi Veskimägi answered the question of Eiki Nestor about the Income Tax Act and formal education acquired within the adult education system, the question of Tõnis Lukas about public services, and the question of Margi Ein about financing of music schools.

The Riigikogu passed the following Acts:

The Riigikogu passed with 70 votes in favour the Prosecutor’s Office Act and the Penal Code Amendment Act (198 SE), initiated by the Government of the Republic. The Act brings the Prosecutor?s Office Act into conformity with the scheduled structural changes in the prosecutor?s office proposed by the Chief Public Prosecutor and approved by the Ministry of Justice, and with the bases of prosecutors? new differentiated salary system. The Act also ensures the security of prosecutors and the closest to them in the case of unlawful attacks in connection with prosecutor?s service.

The Riigikogu passed with 63 votes in favour the Waste Act (105 SE), initiated by the Government of the Republic. The Act establishes general requirements for prevention of waste generation, for prevention of health and environmental hazards arising from waste generation and for organisation of waste management with the objective to reduce the harmfulness and quantity of waste and liability in the case of violation of the established requirements

The Forest Act, Proceeds from the Environmental Use Act and the State Fees Act Amendment Act (190 SE), initiated by the Government of the Republic, was passed with 52 votes in favour and 4 abstentions. The Act promotes the improvement of the quality of forest management works, ensures a better organisation of shelterwood cutting, makes the forest notification valid as a document which permits cutting and defines the maximum permissible areas for regeneration cutting, thinning and selection cutting in order to ensure the sustainable management of forests.

The Lifts and Cableway Installations Safety Act Amendment Act (171 SE), initiated by the Government of the Republic, was passed with 68 votes in favour and 3 abstentions. The Act specifies and supplements the provisions ensuring the safety of lifts and cableway installations, which is caused by the need to bring the relevant regulation into conformity with the EU law.

The Riigikogu concluded the second readings of the following Bills:

The Commercial Activities Bill (164 SE), initiated by the Government of the Republic.

The Economic Activities Register Bill (165 SE), initiated by the Government of the Republic.

The Bill on Amendments to the Motor Third Party Liability Insurance Act and the Insurance Activities Act (133 SE), initiated by the Government of the Republic. The motion of the Estonian Centre Party Faction and Isamaaliit Faction to suspend the second reading was not carried. The results of voting: 27 votes in favour, 47 against.

The Riigikogu suspended the second reading of the following Bill:

The Bill on Amendments to the Economic Activities Register Act and Commercial Activities Act Associated Acts (166 SE), initiated by the Government of the Republic. Motions to amend are to be submitted to the Economic Affairs Committee by February 4, 18.00.

The Riigikogu concluded the first readings of the following Bills:

Bill on the Ratification of the Supplementary Protocols to the United Nations Convention against Transnational Organized Crime (222 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 11 February, 18.00.

Bill on the Enforcement, Repeal and Amendment of the Provisions of Acts Relating to Estonia?s Accession to the European Union (192 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 13 February, 16.45.

Radiation Bill (221 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Environment Committee is 11 February, 18.00.

Metrology Bill (216 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 11 February, 18.00.

Bill on the Ratification of the European Code of Social Security (202 SE), initiated by the Government of the Republic. The term for submission of motions to amend is 11 February, 18.00.
