Chancellor of Justice Allar Jõks replied to the interpellation (No. 117) concerning the proceeding of amendments to the State Budget of 2005 Act, submitted on November 11 by 10 members of the Estonian Centre Party Faction. The interpellators wished to get the assessment of Chancellor of Justice about the harmony of proceeding the amendments with the Constitution and the valid Acts.

Replying to the interpellation, Chancellor of Justice said that he could not see any violation of the rights of the members of the Riigikogu in the proceeding of the amendments.

Chancellor of Justice Allar Jõks stated: ?As it may be concluded from the present interpellation and the opinions heard at the reading of the ?State Budget of 2005? in the plenary assembly of the Riigikogu that the Centre Party Faction has quite a different point of view, as compared to the interpretation formed by the Board of the Riigikogu, in the interests of legal clarity, transparency of parliamentary procedures as well as in the interests of good parliamentary practice it should be considered to be the most reasonable to make amendments to § 102 of the Riigikogu Rules of Procedure Act in a way that would enable uniform perception and interpretation by all the factions of the Riigikogu.?

Minister of Economic Affairs and Communications Andrus Ansip replied to the interpellation (No. 119) concerning the solution of housing problems of the compulsory lessees, submitted by three members of the Estonian Centre Party Faction and to the interpellation (No. 121) concerning the abuse of a dominant position by Eesti Energia, submitted on December 14 by eight members of the Estonian Centre Party Faction.

The second reading of the Bill on the Accession to the Convention drawn up on the basis of Article K.3 of the Treaty on European Union on the Use of Information Technology for Customs Purposes and to its Protocols (489 SE), initiated by the Government of the Republic, and the second reading of the Bill on Amendments to the Hunting Act (491 SE), initiated by the Government of the Republic, were excluded from the agenda for the working week.
