At Question Time ministers answered the questions of the members of the Riigikogu.

Minister of Culture Urmas Paet answered the question of Tõnis Lukas about financing sport, the question of Mark Soosaar about the taxation of the areas of culture, the question of Eldar Efendijev about the Estonian strongholds and the question of Katrin Saks about grants to the participants in song festivals.

Minister of Justice Ken-Marti Vaher answered the question of Toomas Alatalu about the public disclosure of offences and misdemeanours, the question of Katrin Saks about the struggle against corruption and the question of Andres Herkel about ?Choose Order?.

Minister Paul-Eerik Rummo answered the question of Tõnis Lukas and Eiki Nestor about grants to families with many children and the questions of Eldar Efendijev and Katrin Saks about the Narva meeting.

The Riigikogu passed the following Acts:

The Motor Third Party Liability Insurance Act and the Insurance Activities Act Amendment Act (133 SE), initiated by the Government of the Republic, was passed with 43 votes in favour (28 votes against). The amendments intend to minimize the number of disputes concerning the interpretation of this Act upon its implementation, ensure more entirely the rights of persons who sustain traffic damages and improve the motor third party liability insurance and bring it into conformity with the European Community Law.

The Riigikogu concluded the second reading of the following Bills:

The Bill on Amendments to the Economic Activities Register Act and Commercial Activities Act Associated Acts (166 SE), initiated by the Government of the Republic.

The Bill on Amendments to the Law of Property Act Implementation Act, State Fees Act, Land Register Act, Commercial Associations Act, Churches and Congregations Act and the Sworn Translators Act (197 SE), initiated by the Government of the Republic.

The Bill on Amendments to the Family Law Act and to the State Fees Act Arising Therefrom (145 SE), initiated by the Government of the Republic.

The Working Conditions of Posted Workers in Estonia Bill (191 SE), initiated by the Government of the Republic.

The Riigikogu suspended the second reading of the following Bill:

The Explosive Substances Bill (73 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 25 February, 18.00.

The Product Safety Bill (220 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 27 February, 12.00.

The Bill on the Accession to the Convention concerning International Carriage by Rail (224 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 4 March, 18.00.

The State Participation in Legal Persons in Private Law Bill (236 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 25 February, 18.00.
