The Riigikogu passed with 38 votes in favour (28 votes against) the Liquid Fuel Stocks Act (525 SE), initiated by the Government of the Republic. In accordance with the responsibility taken at the accession negotiations, the Republic of Estonia is obliged to gradually form the liquid fuel stocks by the year 2010 which corresponds to at least 90 days? combined average quantity of internal consumption of the relevant fuel in the preceding year. The Act stipulates the bases of formation, maintenance, administration and use of the obligatory fuel liquid stocks.
