The alternate member of the Riigikogu Jüri Martin took the oath of office before the Riigikogu. Minister of Internal Affairs Toomas Varek took also the oath of office.

The Government of the Republic as the initiator withdrew the following Bills from the legislative proceeding:

The Occupational Accident and Occupational Disease Insurance Bill (711 SE), the Employment Contracts Bill (796 SE), the Railways Bill (1257 SE), the Consumer Protection Bill (1280 SE), the Bill on Amendments to the Public Transport Act and State Fees Act (1288 SE) and the Draft Resolution of the Riigikogu On the Approval of the Estonian National Road Traffic Safety Programme for the Years 2003-2015 (1281 OE).

On the motion of the Cultural Affairs Committee the Bill on Amendments to §§ 5 and 10 of the Private Schools Act (1297 SE), initiated by the Isamaaliit Faction, was excluded from the agenda for the plenary working week. The Isamaaliit Faction moved to leave the Bill on the agenda. The motion was not supported. 42 members of the Riigikogu backed the motion of the Cultural Affairs Committee and 37 members of the Riigikogu were against it.

The initiators withdrew the Bill on Amendments to the Local Government Organisation Act and the Government of the Republic Act (1190 SE), initiated by the Estonian Centre Party Faction and the Estonian Reform Party Faction, from the agenda.

On the motion of the Centre Party Faction the Bill on Amendments to §§ 30 and 35 of the Local Government Act (1219 SE), initiated by the Legal Affairs Committee, was excluded from the agenda.

During the open microphone Tõnis Lukas, Tiit Toomsalu, Arvo Haug, Vootele Hansen, Mart Nutt, Enn Tarto, Jüri Adams, Kalle Jürgenson, Arvo Sirendi and Tõnu Kauba took the floor.

According to the information provided by members and factions of the Riigikogu and pursuant to the Resolutions of the Board of the Riigikogu, the following members of the Riigikogu will not attend the sittings of the plenary assembly and committees:
