The Riigikogu passed with 70 votes in favour the State Export Guarantees Act Amendment Act (544 SE), initiated by the Government of the Republic. The purpose of the Act is to better regulate the guaranteeing of investments to be made in the foreign countries.

The Riigikogu concluded the first reading of the Bill on Amendments to the Social Welfare Act (534 SE), initiated by the Social Democratic Party Faction and the first reading of the Bill on Amendments to the Code of Criminal Procedure and to the Code of Criminal Procedure Implementation Act (538 SE), initiated by Member of the Riigikogu Koit Prants.

On the motion of the Social Affairs Committee the Riigikogu rejected from the legislative proceeding the Draft Resolution of the Riigikogu On Making a Proposal to the Government of the Republic (521 OE), submitted by the Social Democratic Party Faction. With the proposal, its submitters wished to make a proposal to the Government to submit a Bill to the Riigikogu on the allocation of funds from the stabilisation reserve for the implementation of the hospital network development plan. 12 members of the Riigikogu voted in favour of the Bill, 38 against it, the Bill was withdrawn from the legislative proceeding.
