The Riigikogu passed the following Acts and resolutions:
The Riigikogu passed with 49 votes in favour (1 vote against) the State Borders Act Amendment Act (475 SE), initiated by the Government of the Republic. The purpose of the Act is to provide a legal solution to problems relating to border crossing in Narva. In order to avoid traffic congestions in the town, a fee for queuing up was charged to cross the border in Narva. Upon entry into force of the Act, the local government will have to terminate the imposition of fees on transit transport through the town. The expenditure of the local government for organising the border crossing is financed from the state budget according to the procedure established by a contract under administrative law.
The Riigikogu passed with 64 votes in favour the Defence Forces Service Amendment Act (502 SE), initiated by the Government of the Republic. The Act provides more social guarantees to members of the Defence Forces.
The Riigikogu passed with 49 votes in favour the Resolution of the Riigikogu On the Appointment of an Auditor to Audit the Activities of the State Audit Office in 2004 (519 OE), submitted by the Finance Committee. Auditor of AS PricewaterhouseCoopers Urmas Kaarlep was appointed as auditor to audit the activities of the State Audit Office.
The Riigikogu passed with 44 votes in favour (1 vote against) the Resolution of the Riigikogu On the Appointment of the Representative of Estonia to the Control Committee of the Nordic Investment Bank (537 OE), submitted by the Finance Committee. Andres Lipstok was appointed the Representative of Estonia to the Control Committee of the Nordic Investment Bank.
The Riigikogu passed with 43 votes in favour the Resolution of the Riigikogu on Amendments to the Resolution of the Riigikogu on the Formation of the Estonian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly (512 OE), submitted by the Foreign Affairs Committee. According to the Resolution, Jarno Laur was appointed a member of the delegation instead of Kadi Pärnits.
The Riigikogu passed with 45 votes in favour the Resolution of the Riigikogu on Amendments to the Resolution of the Riigikogu on the Formation of the Estonian Delegation to the Republic of Estonia, Republic of Latvia and Republic of Lithuania Interparliamentary Assembly (the Baltic Assembly) (513 OE), submitted by the Foreign Affairs Committee. Katrin Saks was excluded from the membership of the Estonian Delegation to the Baltic Assembly and Jüri Tamm was appointed as a new member of the Delegation.
The Riigikogu concluded the second reading of the following Bills:
Bill on Amendments to the Packaging Excise Duty Act, Packaging Act and the State Fees Act (490 SE), initiated by the Government of the Republic.
Medicinal Products Bill (360 SE), initiated by the Government of the Republic.
Bill on Amendments to the Rescue Act, Chemicals Act, National Defence League Act, Occupational Health and Safety Act and the Health Care Services Organisation Act (498 SE), initiated by Members of the Riigikogu Jaanus Rahumägi, Väino Linde and Tiit Mae.
Bill on Amendments to the Health Insurance Act and Associated Acts (507 SE), initiated by the Government of the Republic.
Bill on Amendments to the Business Code, Foundations Act, Non-profit Associations Act and Commercial Associations Act (469 SE), initiated by the Estonian Centre Party Faction.
The Riigikogu concluded the first reading of the Draft Resolution of the Riigikogu On the Extension of the Time Limit of the Use of the Estonian Defence Forces Unit in Performance of International Duties of the Estonian State under the International Peacekeeping Mission in Kosovo (524 OE), submitted by the Government of the Republic.
The Riigikogu rejected with 66 votes in favour (18 votes against) the Proposal No. 10 of the Chancellor of Justice on Bringing the Political Parties Act and the Local Government Council Election Act, passed by the Riigikogu, into conformity with the Constitution of the Republic of Estonia.
Due to the end of the working time, the first reading of the Draft Resolution of the Riigikogu On Making a Proposal to the Government of the Republic (462 OE), submitted by the Estonian Centre Party Faction, was adjourned. The legislative proceeding of the draft will be resumed on Wednesday?s sitting.
