The Riigikogu passed with 72 votes in favour the Bailiffs Act Amendment Act (670 SE), initiated by the Legal Affairs Committee. The Act makes amendments to the bases of bailiffs’ remuneration and tariffs rates. According to the words of the initiators of the Bill the present remuneration system was not motivating for bailiffs and debtors. The need to make amendments to the remuneration system was due to the implementation of the new Code of Enforcement Procedure.

The Riigikogu passed with 54 votes in favour (1 abstention) the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the Estonian Delegation to the Assembly of the Western European Union (782 OE), submitted by the Foreign Affairs Committee. Robert Lepikson instead of Marika Tuus was appointed a member of the delegation.

The Riigikogu concluded the second reading of the Bill on Amendments to the Alcohol, Tobacco and Fuel Excise Duty Act (760 SE), initiated by the Government of the Republic. The motion of the Union for the Republic – Res Publica Faction to suspend the second reading was not supported. 28 members of the Riigikogu voted in favour of the motion and 50 members of the Riigikogu against it. The second reading of the Bill on Amendments to the Business Code (777 SE), initiated by the Legal Affairs Committee, was also concluded.

The Riigikogu concluded the first reading of the Bill on Amendments to § 192 of the Electronic Communications Act (784 SE), and the first reading of the Bill on Amendments to the Social Benefits of the Disabled Persons Act (783 SE), initiated by the Estonian Centre Party Faction, Estonian People’s Union Faction and Estonian Reform Party Faction.

On the motion of the Estonian Centre Party Faction the Riigikogu rejected the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (744 SE), initiated by Peeter Kreitzberg, from the legislative proceeding. 48 members of the Riigikogu voted in favour of the rejection of the Bill and 18 members of the Riigikogu against it.

Due to the end of the working hours of the sitting, the first reading of the Bill on Amendments to the Health Insurance Act, Income Tax Act, Social Tax Act and to Other Acts Arising therefrom (742 SE), initiated by the Social Democratic Party Faction, was suspended. The legislative proceeding of the Bill will be resumed on Wednesday’s sitting. The last item on the agenda was postponed and included in Wednesday’s sitting: The Bill on Amendments to the Health Insurance Act (773 SE), initiated by the Social Affairs Committee. The motion of the Social Democratic Party Faction to extend the working hours of the sitting was not supported. 21 members of the Riigikogu were in favour of the motion, 38 against it.
