On the occasion of the 85th anniversary of the convocation of the Constituent Assembly on April 23, 1919, the musicians of the Estonian National Opera, headed by Artistic Director of the National Opera Aarne Mikk, welcomed the members of the Riigikogu.

 

The Riigikogu passed the following Acts:

 

The Riigikogu passed with 70 votes in favour the Local Government Organisation Act Amendment Act (265 SE), initiated by the Environment Committee.  The Act specifies the tasks of local governments in the field of waste management, stipulated in the Local Government Organisation Act.


The Riigikogu passed with 62 votes in favour the Act on Amendments to the  Republic of Estonia Employment Contracts Act and to the Resolution on the Implementation of the Republic of Estonia Employment Contracts Act (330 SE), initiated by the Estonian Reform Party Faction and the Estonian People?s Party Faction. The amendments made to the Republic of Estonia Employment Contracts Act are connected with Estonia?s accession to the European Union and the need to include the requirements arising from the EU directives in the national legislation.  The Act makes amendments to the relations between the employer and the employee, to the rights, obligations and liability of the parties, also to the conditions concerning the conclusion, change and termination of the contract of employment.

 

 The Riigikogu passed with 68 votes in favour the Fertilizers Act, State Fees Act and Pollution Charge Act Amendment Act (329 SE), initiated by the Government of the Republic. The purpose of the Act is to bring the Fertilizers Act into conformity with the legal acts of the European Union prior to Estonia?s accession to the European Union.

 

 The Riigikogu passed with 61 votes in favour the Law of Property Act, Estonian Central Register of Securities Act, Credit Institutions Act, Insurance Activities Act, Bankruptcy Act, Law of Obligations Act and Private International Law Act Amendment Act (312 SE), initiated by the Government of the Republic. The Act makes amendments to the legislation in force so that according to the Estonian legal system, it were possible to give financial guarantees, required by the Directive of the European Parliament and the Council on financial collateral arrangements.

 

The Riigikogu passed with 66 votes in favour the Veterinary Supervision over Trade in Animals and Animal Products and the Import and Export Thereof Act (327 SE), initiated by the Government of the Republic. The Act provides the veterinary requirements for the trade in animals and animal products and for import and export thereof, defines the principles of the conformity control of animals and animal products carried out in the course of veterinary supervision, determines the animals and animal products subject to control, also the state supervision over the implementation of the Act.
