The Riigikogu passed the Act on Amendments to § 91 of the Nature Conservation Act (606 SE), initiated by Member of the Riigikogu Jüri Saar. 63 members of the Riigikogu voted for the passage of the Act, no one was against and no one abstained. The Act extends temporary restrictions of economic activities on the sites which are located outside conservation units, but belong to the network of Natura 2000. These are the sites where the habitats or the types of habitats of animals, birds and plants, protected by the Council Directive, are found. The Act stipulates temporary restrictions on economic activities until the establishment of the relevant procedure for protection or until the repeal of it, but no longer than 1 May 2007. The named restriction gives a guarantee to the landowners that even if the administrative authority does not take measures for the repeal of the protection procedure, the temporary restrictions will not remain in force indefinitely.

On the motion of the Finance Committee the Riigikogu withdrew from the legislative proceeding the Bill on Amendments to the State Budget Act (565 SE), initiated by Members of the Riigikogu Mark Soosaar, Peeter Kreitzberg, Jaanus Marrandi, Olev Laanjärv and Harri Õunapuu.
