The alternate members of the Riigikogu Igor Gräzin and Tõnis Kõiv took the oath of office before the Riigikogu as new members of the Riigikogu.

The Riigikogu authorised Andrus Ansip with 53 votes in favour (40 votes against) to form a government.

The Riigikogu concluded the second reading of the following Bills:

The Bill on Amendments to the Public Service Act and State Public Servants Official Titles and Salary Scale Act (563 SE), initiated by Member of the Riigikogu Evelyn Sepp.

The Bill on Amendments to § 13 (1) of the Persons Repressed by Occupying Powers Act (532 SE), initiated by the Estonian Centre Party Faction.

The Bill on Amendments to § 2 of the Public and National Holidays Act and to § 25 of the Working and Rest Time Act (576 SE), initiated by the Estonian Centre Party Faction.

The Riigikogu concluded the first reading of the following Bills:

The Bill on Amendments to the Local Government Council Election Act (607 SE), initiated by the Constitutional Committee.

The Bill on Amendments to § 91 of the Nature Conservation Act (606 SE) initiated by Member of the Riigikogu Jüri Saar.

The Bill on Amendments to § 181 of the Customs Act (577 SE), initiated by Member of the Riigikogu Evelyn Sepp. The motion of the Economic Affairs Committee to reject the Bill from the legislative proceeding was not supported. 14 members of the Riigikogu voted in favour of the motion and 25 members of the Riigikogu against it.

On the motion of the Economic Affairs Committee the Riigikogu suspended the second reading of the Bill on Amendments to the Maritime Safety Act and to Associated Acts (518 SE), initiated by the Government of the Republic.
