Amendment to Packaging Act passed second reading
The Riigikogu concluded the second reading of the Bill on Amendments to the Packaging Act and the Packaging Excise Duty Act (195 SE), initiated by the Government. The purpose of the Bill is to enhance efficient reuse of packaging materials. With the established target indicators for materials, the focus in implementation of reuse objectives will be on such materials as can be collected and reused with more economic benefit. In the opinion of the initiator of the Bill, this enables package entrepreneurs to perform the obligations of collection and recovery of packages and packaging waste as established in the Packaging Act at optimum costs.
On the motion of the Economic Affairs Committee, the Bill on Amendments to the Dwelling Act and the Sustainable Development Act (199 SE), initiated by the Estonian Centre Party Faction, which intended to give the Government the task of submitting the housing development plan for deliberation and approval to the Riigikogu, was rejected at the first reading (42 in favour, 28 against). Today, this sphere falls within the competence of the Ministry of Economic Affairs and Communications. The recently submitted “Estonian Housing Development Plan for 2008-2013” was approved by the Government on 17 January 2008.
