The Bill on Amendments to the Government of the Republic Act and Other Acts (merger of the Environmental Board and the Environmental Inspectorate) (710 SE), initiated by the Government, did not receive the necessary support and therefore it was not passed.

49 members of the Riigikogu voted in favour of the Act and 16 were against. However, a majority vote of the members of the Riigikogu, that is, the support of 51 members, was needed for the Act to be passed. The Bill was dropped from the proceedings.

It provided for the merger of the Environmental Board and the Environmental Inspectorate, two governmental authorities in the area of administration of the Ministry of Environment The agency to be established would have continued to perform all the current main functions of the two agencies.

Külliki Kübarsepp (Estonian Free Party), who took the floor during the debate, was critical of the Act.

After the sitting, Santa Claus came to the Riigikogu and evaluated the activities of the members of the Riigikogu from his point of view. He called to him both the Board of the Riigikogu and representatives of all factions, as well as the non-attached members. In Santa Claus’s opinion, the Riigikogu had worked hard during this year and had passed a good state budget for the coming year. At the same time, Santa Claus wondered when it was wise to accumulate reserves, in good times or in bad times. Santa Claus jokingly commented on the activities of all factions and members of the Riigikogu, and gave presents. Everyone had to perform something to receive the presents.

Santa Claus’s wish for the Riigikogu was that all good thoughts would be realised in the coming year.

Santa Claus’s visit marked the end of the regular sittings of the Riigikogu this year.
