A proposal to make amendments to the Constitution for enabling public initiative passed the first reading
The Riigikogu appointed Villu Reiljan instead of Rein Randver as a member of the Supervisory Board of the State Forest Management Centre. 50 members of the Riigikogu voted against the Resolution (1003 OE) and 2 members of the Riigikogu abstained.
The second reading of the Bill on Amendments to the Obligation to Leave and Prohibition on Entry Act (954 SE), initiated by the Government of the Republic, was concluded. The amendment to the Act should enable Estonia to fulfil the obligations arising from the membership of the European Union against a national of a third country who is subject to an expulsion order from the territory of the European Union. The Bill stipulates the procedure for the issue of air transit permits for Estonia and enables, correspondingly, Estonia to apply for a transit permit from another Member State of the European Union, in order to expel an alien who is staying in Estonia illegally. The Bill was sent to the third reading.
The first reading of the Bill on Amendments to the Constitution of the Republic of Estonia for Enabling Public Initiative (982 SE), initiated by 35 members of the Riigikogu, was concluded. The purpose for making amendments to the Constitution is to enable citizens to initiate Bills on public initiative, if it involves at least 25,000 citizens with the right to vote.
The Riigikogu rejected the Draft Resolution of the Riigikogu On Making a Proposal to the Government of the Republic (945 OE), submitted by the Isamaaliit Faction and Res Publica Faction. 48 members of the Riigikogu voted in favour of the Resolution, 27 against it and 1 member of the Riigikogu abstained.
