A Bill passed the first reading
At today’s plenary sitting, the Riigikogu concluded the first reading of a Bill concerning the work of the Estonian Academy of Sciences.
The Bill on Amendments to the Estonian Academy of Sciences Act, (514 SE), initiated by the Cultural Affairs Committee, passed the first reading. It will update and simplify the Estonian Academy of Sciences Act. Pursuant to the Bill, obsolete provisions will be repealed in the Act, provisions describing the internal structure and decision-making processes of the Estonian Academy of Sciences in too much detail will be omitted from the Act, and the terminology of the Act will be brought in line with commonly used terms. The purpose of the bill is not to change the basic functions or mission of the Academy, the management model, the tasks and rights of academics, or the role of the Academy in the functioning of the state and in the research and higher education system.
A Bill was dropped from the proceedings
The Bill on Amendments to the Penal Code (490 SE), initiated by Member of the Riigikogu Kalle Grünthal, is intended to repeal the section concerning supporting and justifying international crime in the Act in order to preclude its abuse.
The Legal Affairs Committee moved to reject the Bill. 39 members of the Riigikogu voted in favour of the motion and two were against, and thus the Bill was dropped from the legislative proceedings.
