At the beginning of the sitting, the Riigikogu held a moment of silence in remembrance of the children who died in the fire at Haapsalu children’s home. 

The Riigikogu approved the agenda for the working week, according to which 21 Bills will be passed.
 
They are the following: the Bill on Amendments to the Water Act and Associated Acts (905 SE), the National Library Bill (863 SE), the Bill on Amendments to the Electronic Communications Act and the State Fees Act (855 SE), the Bill on Amendments to the Environmental Charges Act and the Taxation Act (912 SE), the Bill on Amendments to the Waste Act, the Traffic Act, the Maritime Safety Act, the Heavy Goods Vehicle Act, the State Fees Act and the Roads Act arising from Reorganisation of the Road Administration and its Local Offices (892 SE), the Bill on Amendments to the Liquid Fuel Act and the Value Added Tax Act (895 SE), the Bill on Amendments to the Government of the Republic Act in connection with Reorganisation of Estonian Informatics Centre into Estonian Informatics Board (916 SE), the Maintenance of Law and Order Bill (49 SE), the Bill on Amendments to the Public Information Act and the Police and Border Guard Act (891 SE), the Bill on Amendments to the Aliens Act, the Aviation Act and the State Fees Act (901 SE), the Bill on Amendments to the Investment Funds Act and Associated Acts (907 SE), the Bill on Amendments to the Integrated Pollution Prevention and Control Act (927 SE), the Language Bill (808 SE), the Bill on Amendments to the Roads Act (882 SE), the General Part of the Economic Activities Code Bill (803 SE), the Bill on Amendments to the Rural Development and Agricultural Market Regulation Act (921 SE), the Bill on Amendments to the Fisheries Market Organisation Act (924 SE), the Bill on Amendments to the Heritage Conservation Act and Other Associated Acts (806 SE), the Bill on Amendments to the Research and Development Organisation Act (864 SE), and the Cemeteries Bill (888 SE).
 
The agenda also includes a political statement by the Minister of Justice Rein Lang and the first reading of the Draft Resolution of the Riigikogu “Approval of “Development Objectives of Legal Policy until 2018”” (920 OE), initiated by the Riigikogu factions.
