At the opening sitting of the new Riigikogu, Eiki Nestor was elected the President of the Riigikogu, and Helir-Valdor Seeder and Jüri Ratas were elected the Vice-Presidents.
The President of the Republic Toomas Hendrik Ilves opened the first sitting and also made a speech.
Ilves presented his recommendations to the new Riigikogu. “I ask you to tackle the actual real-life problems one by one and look for the best solution, while respecting everyone’s opinion. To do this, I believe we need more listening, and only then more talking. Different interests and views need to be taken to this place, to the hall of the Parliament, into debates that respect deputies and their constituents. You need to debate, be precisely up to date with the actions of the Cabinet and, if necessary, ask questions and dispense criticism. As appropriate to any mature democracy, showing how things could be done better,” the President said. Ilves stressed that serving as an MP tests the conscience and civic responsibility of each deputy. “Ahead of you all are many discussions, where there will be no place for slinging words, provoking partners, self-aggrandizement or irresponsible riding on conspiracy theories,” the President emphasised.
Then the members of the Riigikogu took the oath of office. The eldest member of the Riigikogu Rein Ratas read aloud the text of the oath.
After the members of the Riigikogu began to perform their duties, the elections of the Board of the Riigikogu were held, which were organised by the National Electoral Committee. Until the election of the President of the Riigikogu, the sitting was chaired by the Chairman of the National Electoral Committee Alo Heinsalu.
Member of the Riigikogu Sven Mikser nominated Eiki Nestor as a candidate for the President of the Riigikogu, and member of the Riigikogu Andres Ammas nominated Andres Herkel.
100 members of the Riigikogu took part in the secret ballot. 58 members of the Riigikogu voted in favour of Eiki Nestor and 41 members of the Riigikogu voted in favour of Andres Herkel. One ballot paper was invalid. Thus Eiki Nestor was elected the President of the Riigikogu.
After the election, Nestor thanked the members of the Riigikogu and wished everyone success.
Member of the Riigikogu Kadri Simson nominated Jüri Ratas as a candidate for the Vice-President, and Member of the Riigikogu Urmas Reinsalu nominated Helir-Valdor Seeder.
100 members of the Riigikogu took part in the secret ballot. 58 members of the Riigikogu voted in favour of Helir-Valdor Seeder, and 42 members of the Riigikogu voted in favour of Jüri Ratas. Thus, Helir-Valdor Seeder was elected the First Vice-President of the Riigikogu and Jüri Ratas was elected the Second Vice-President.
After the election of the Board of the Riigikogu, Prime Minister Taavi Rõivas notified of the resignation of the Government in accordance with the Constitution.
At the festive opening sitting of the new Riigikogu, Tallinn Boys’ Choir sang under the leadership of conductor Lydia Rahula.
The sitting ended at 6.33 p.m.
