The Riigikogu rejected three draft Resolutions
At today’s sitting, the Riigikogu rejected three draft Resolutions at the first reading.
The Riigikogu rejected at the first reading the Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to lower the VAT on foodstuffs and medicinal products to five per cent” (272 OE), submitted by the Estonian Conservative People’s Party Group. It was intended to make a proposal to the Government to lower the VAT on food products (except for alcohol) and medicinal products to five per cent.

At the final vote, 20 members of the Riigikogu supported the draft Resolution. A majority of the votes of the members of the Riigikogu, that is, at least 51 votes, would have been needed to pass the Resolution.
The Riigikogu rejected at the first reading the Draft Resolution of the Riigikogu “Making a Proposal to the Government of the Republic to develop measures to increase the birth rate of Estonians” (283 OE), submitted by the Estonian Conservative People’s Party Group. It was intended to make a proposal to the Government to draw up and submit to the Riigikogu a package of measures to ensure that the birth rate of Estonians would increase to the replacement level.
During the debate, Jaak Valge from the Estonian Conservative People’s Party Group and Liina Solman from Isamaa Parliamentary Group took the floor.
At the final vote, 23 members of the Riigikogu supported the draft Resolution. A majority of the votes of the members of the Riigikogu, that is, at least 51 votes, would have been needed to pass the Resolution.
The Riigikogu rejected at the first reading the Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to draw up a comprehensive national defence development vision until 2045 and a new National Defence Development Plan until 2034 based thereon” (322 OE), submitted by the Estonian Conservative People’s Party Group. It was intended to make a proposal to the Government to draw up a comprehensive national defence development vision until 2045 and a new National Defence Development Plan until 2034 based thereon.
The explanatory memorandum pointed out that national defence developments must meet the needs of modern warfare and take into account the threat originating from the aggressive neighbouring country. It was pointed out that it was necessary to develop capabilities in military national defence in a planned manner and on a much larger scale than before. At the same time, the need to implement unmanned systems was emphasised.

The first reading of five draft Resolutions was deferred
The Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to obligate all reservists to permanently keep at home firearms with a sufficient amount of ammunition, and to provide financial assistance to reservists for this where necessary” (331 OE), submitted by the Estonian Conservative People’s Party Group, was deferred due to the absence of the presenter. It was intended to make a proposal to the Government to rename Kaliningrad back to Königsberg within a month after the adoption of a relevant resolution and to carry out all the procedures arising from the name change.
The Draft Resolution of the Riigikogu “Making a Proposal to the Government of the Republic to transfer the Embassy of the Republic of Estonia in Israel from Tel Aviv to Jerusalem” (325 OE), submitted by the Estonian Conservative People’s Party Group, was deferred due to the absence of the presenter. It was intended to make a proposal to the Government to transfer the Embassy of Estonia in Israel from Tel Aviv to Jerusalem in order to express support to Israel.
The Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to revoke the decision of the Ministry of Foreign Affairs to close down the Consulate General of the Republic of Estonia in New York“ (328 OE), submitted by the Estonian Conservative People’s Party Group, was deferred due to the absence of the presenter. It was intended to make a proposal to the Government to revoke the decision of the Ministry of Foreign Affairs to close down the Consulate General of Estonia in New York.
The Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to implement effective measures to protect minors from coming into contact with pornography” (326 OE), submitted by the Estonian Conservative People’s Party Group, was also deferred due to the absence of the presenter. It was intended to make a proposal to the Government to take effective measures to protect minors from coming into contact with pornography, as is required by the current Act.
