The Riigikogu approved with 74 votes in favour the Act on Amendments to the Local Government Organisation Act and the Local Government Council Election Act (788 SE), initiated by the Government.

The Act solves the problems that have arisen at local government council elections relating to the premature termination of the authority of a council member, the appointment of an alternate council member, and the performance of the duties of the city or rural municipality secretary. At the same time, the content of the procedural restrictions of a council member, and the language proficiency requirements for a rural municipality mayor, city mayor and member of the Government are specified.
