Electoral and legislative data from Estonia

In answer to a letter from our foreign colleagues from March 30, 1999 addressed to the National Library of Estonia, we have to inform you that due to historical and political reasons adequate data on Estonia are available only since 1990s. Also these data require time-consuming interpretation or translation into English therefore we are unable to provide full answers to your questions. We have offered related co-operation opportunities to Estonian universities but until now no positive feedback has been received. Due to limited human resources of the research services of the Estonian Parliament we are not able to cope with the required data processing all by ourselves. Nevertheless, we hope that the following information will be of some assistance to you.

On September 20, 1992, the VII Riigikogu was elected on the basis of the Constitution adopted by a nation-wide referendum on June 28, 1992. 8 electoral coalitions, 5 parties, 39 associations, and 25 independent candidates advanced their candidatures for the membership of the Riigikogu. In total, 628 people were nominated for election. 67 per cent of the elective citizens participated in the election.

VIII Riigikogu - On March 5, 1995, the second election to the Riigikogu on the basis of the Constitution of 1992 took place. 7 electoral coalitions, 9 political parties and 12 independent candidates advanced their candidatures for the membership of the Riigikogu. In all, 1256 people were nominated for election. 68.9 per cent of elective citizens exercised their right to vote.

On March 7, 1999 Estonian citizens elected the IX Riigikogu. Of 857,270 citizens with the right to vote, 492,356 participated in the elections, hence the voter turnout was 57.43 per cent. A total of 1901 candidates stood for the Riigikogu. 1882 persons put up their candidacy on the lists of twelve political parties and 19 persons ran as independent candidates.

Answers to the questions

1. These data require additional processing and at present there are no ready data available.

2. It depends on what to compare with. While comparing the last two memberships, 46 members of 101, i.e. 45.5 per cent, were re-elected to the Riigikogu at the elections held on March 7.

3. Salary and compensation of MPs

The regulations concerning the remuneration of MPs were adopted in 1992 and revised in 1999. The salary of MP is tied to the average salary in Estonia. During the previous year, the average monthly salary was 4099 EEK ($287).

Besides the monthly salary, the MP also receives the representation compensation - 20% of the monthly salary.

The MPs are entitled to the daily allowance and accommodation costs if they reside outside of Tallinn.

The MPs are entitled to use all means of public transport free of charge on the territory of Estonia.

The MPs domestic and foreign accommodation and travelling expenses are reimbursed, and a daily allowance is provided.

The MPs are provided free postal and telecommunications services that are related to their duties as MPs .

The MPs are provided publications and official documents free of charge.

Analysing, information, and documentation facilities and services are offered to the MPs.

A training room and a sauna are available to the MPs free of charge.

The parliament restaurant, cafeteria, shop, a bank office and hairdresser are at the MPs disposal. For these services, the MPs have to pay themselves.

Pensions

There are three types of pensions:

a) old-age pension

b) disability pension

c) survivor’s benefits pension

The old-age pension of the MPs is a) 40% of the salary if he / she has worked as MP at least 3 years, b) 60% of the salary - at least 6 years, c) 75% of the salary - at least 9 years. Before the amendments the old-age pension of the MPs is 75% of the salary.

The MP is eligible for a pension at the age of 60 (male) and at 55 (female) on the condition that the MP has worked at least three continuous years in one composition of the Riigikogu under his/her mandate and he /she has seniority at least 25 years.

The disability pension may be 70%, 60% or 30% of the MPs salary, according to the disability classification.

The survivor’s benefit pension is 30% of the MPs salary per each family member incapable to work, but does not exceed the MP’s monthly salary.

Other social guarantees

The MP’s salary and the years of service as an MP will be maintained during the search for a new job or while in training for a new profession for the MP whose mandate has expired, but for no longer than 12 months.

The wage differential will be paid to the MP whose new job is less remunerative, but for no longer than 12 months.

The chapter of social guarantees was revised so that the MP’s salary will be maintained:

a) during the three months if he / she has worked as MP continuously less than one year;

b) during the six months if he / she has worked as MP continuously one year or more.

4. Data on the previous place of work and position of members of parliament of the last two memberships are available on the Internet but unfortunately only in Estonian! Please find attached hereto (Appendixes 1 and 2) data on MPs’ (8th and 9th membership) occupations prior to their entry into their legislative careers that hopefully might be of some help to you.

5. Staff of the Riigikogu Chancellery. As we do not know exactly which categories of employees you bear in mind in calculating the average, we shall provide you data by committees, factions and departments of the Chancellery. MPs (except the President and Vice-Presidents of the Riigikogu) do not have personal staff. Since 90s the number of employees has been comparatively stable:

6. The majority of votes are roll call votes, only a few of them are not. Once again, the data need additional processing which we unfortunately are unable to do.

7. Pursuant to the Riigikogu Election Act and the Political Parties Act, political parties and independent candidates submit, within one month of the announcement of election results, to the National Election Committee a report on the election campaign expenses and the source of the money raised. The 1999 election campaign expenses by political parties and individual candidates are available on the homepage of the National Election Committee (http://www.vvk.ee/r99/yld_kulud.stm.), but unfortunately only in Estonian. There you can find reports on the 9th Riigikogu election campaign expenses and on the origin of the money (type of expense, name of the payee, total sum).
