The Riigikogu has 101 members.
The Riigikogu shall elect from among its members the President of the Riigikogu and two Vice-Presidents who shall direct the work of the Riigikogu in accordance with the the Riigikogu Procedure Act and the Riigikogu Administration Act.

The President and the Vice-Presidents form the Board of the Riigikogu.

The Constitution enacts that the Riigikogu shall form committees. The members of the Riigikogu have the right to form factions.
