Introduction

The Riigikogu shall form select committees pursuant to law, and in order to perform functions arising from Acts or international agreements. A select committee shall be formed by a resolution of the Riigikogu, which sets out the composition, including an alternative member for each committee member, the duties and procedure for reporting the activities of the committee.

Committee of investigation is formed by the resolution of the Riigikogu in order to investigate the circumstances relating to a matter of public intesest. The resolution of the Riigikogu determines the composition of the committee, including an alternative member for each committee member, duties and duration of authority. A committee of investigation shall present an interim report on its activity at least once a year and upon termination of its activities, a final report to the Riigikogu.

Problem committee may be formed to work through a problem of significant importance. A problem committee shall be formed by the resolution of the Riigikogu, which sets out the composition, including an alternative member for each committee member, the duties and duration of authority. At the end of its activities the committee shall present its final report to the Riigikogu.
