VIII Riigikogu
On March 5, 1995, the second election to the Riigikogu on the basis of the Constitution of 1992 took place. 7 electoral coalitions, 9 political parties and 12 independent candidates advanced their candidatures for the membership of the Riigikogu. In all, 1256 people were nominated for election. 68.9 per cent of elective citizens exercised their right to vote. The winners of this election were mainly the parties and electoral coalitions that had been in opposition in the previous Riigikogu, i.e. the Centre Party and the Coalition Party. They were joined by the parties of the Rural Union which did not receive the required number of votes in the previous election. The Reform Party that had been formed on the basis of the Liberal-Democratic Party enjoyed success, especially among the voters in urban areas. The electoral coalition Our Home Is Estonia! representing the Russian-speaking population of Estonia was also elected to the Riigikogu. Toomas Savi from the Reform Party was elected as President of the Riigikogu. The electoral coalition of the Coalition Party and the Rural Union, consisting of five political parties, together with the Centre Party, formed the Government. 01.11.2005 01.11.2005
