Work of the Committee 

The Riigikogu Committee of Investigation to Ascertain the Circumstances of the Proceeding and Satisfaction of the Claims Collected to the VEB Fund (Committee) has been established to investigate the unlawful transactions related to the VEB Fund. The task of the Committee is to ascertain the circumstances relating to the formation, the organisation of the work, and the management of the national VEB Fund, and the transactions conducted during the period 1993‒2012. The Committee has to find out under what circumstances Eesti Pank sent a letter containing incorrect data to the Foreign Economy Bank of Russia, and which transactions were carried out on the basis of this letter. The Committee has to establish whether the acts performed by the VEB Fund caused any damages to the state and private sector, and what is the scale of these possible damages.

The Committee will present its conclusions about the activities of the VEB Fund in 1993–2012 to the Riigikogu and the public by 1 October 2013. If the Committee discovers possible violations of the law, it will also inform the Riigikogu and the public of it; but the relevant materials will be forwarded to a competent investigative body for investigation.
