Committee of Investigation for Ascertaining the Facts Relating to the Issuing of Temporary Residence Permits
The functions of the Committee include:
1) ascertaining the facts relating to the issuing of Estonian residence permits;
2) ascertaining the facts relating to the changing of the quota of Estonian residence permits;
3) ascertaining the possible political corruption and influence peddling related to the issuing of residence permits and changing their quota;
4) cooperation between institutions that are looking into the issuing of residence permits, in the name of increased independence and transparency;
5) ascertaining facts through study and making proposals to the Riigikogu and the Government of the Republic as a result of the conclusions drawn;
6) supervision over the activities of the Government of the Republic in connection with ascertaining the facts relating to the issuing of residence permits.
The Committee has the right to summon persons and request the information and documents necessary for fulfilling its duties. A summoned person is required to appear, provide explanations and reply to questions.
In case a violation of the law or facts to that effect are ascertained, the Committee must forwards the materials to the relevant institutions.
The Committee will inform the public of the facts ascertained through its work. Information and facts whose publication is restricted under the existing legislation are published within the term and under the procedure provided in the legislation.
The requisite amount of staff and experts is involved into the work by a decision of the Committee to ensure its successful completion, and the Committee has the right to request opinions and expert opinions pursuant to the procedure provided.
