The Riigikogu passed 9 Acts:

The Riigikogu passed with 71 votes in favour the Act on Amendments to the Animal Protection Act, Penal Code, Code of Criminal Procedure and Code of Misdemeanour Procedure (1087 SE), initiated by the Government of the Republic. The purpose of the amendments to the Act is to favour the protection of health and welfare of pets. The Act stipulates more detailed requirements for keeping pets and amends the provisions regulating the transport of animals. A provision will be added to the Penal Code regulating the imposition of supplementary punishment related to deprivation of the right to keep animals on a legal person. The Act enters into force on 1 April 2007, sections 2 and 6 enter into force on 1 September 2007 and sections 8-18 enter into force on 2 January 2008. 11 members of the Riigikogu voted against the Act, nobody abstained.

The Riigikogu passed with 46 votes in favour the Disallowed Construction Removal Act (1000 SE), initiated by the Estonian Reform Party Faction, Social Democratic Party Faction, Res Publica Faction and Isamaaliit Faction. Pursuant to the Act , it is prohibited to erect or expose a construction in a public place which glorifies the occupation of the Republic of Estonia, mass repressions in Estonia or may compromise life, health or property of persons, incites hatred or may cause breaches of public order. It is also prohibited to erect or expose memorials, works of monumental art or other constructions in a public place which glorify historical persons who have conducted mass destruction of the Estonian people or extensively devastated the Estonian historical settlement area. § 2 of the Act stipulates the issue a precept for the removal of a disallowed construction or the revocation of the exposure of the disallowed construction. An implementing provision was added to the Act, pursuant to which the construction at Kaarli pst 13 in Tallinn is considered to be a disallowed construction and the Government must organise its transfer in 30 days beginning from the entry into force of this Act. The Act enters into force on the day following its publication in the Riigi Teataja. 44 members of the Riigikogu voted against the Act, nobody abstained.

The Riigikogu passed with 66 votes in favour the Fisheries Market Organisation Act Amendment Act (1082 SE), initiated by the Government of the Republic. The main purpose of the amendments to the Act is to amend the Fisheries Market Organisation Act with the legal regulation which is necessary for granting shared-cost benefits form the funds of the European Union (European Fishing Fund) in fishing sector. The second purpose of the amendments to the Act is to amend and specify the regulation for granting state aid relating to fishing industry and grants relating to common market organizations. Pursuant to the Act, the named grants could be given also to processors of fishery products. In addition to the above, the procedure for processing the data included in the applications submitted for granting state aid relating to fishing industry and grants relating to common market organizations is also specified. Nobody voted against the Act and nobody abstained.

The Riigikogu passed with 63 votes in favour the Public and National Holidays Act Amendment Act (963 SE), initiated by the Res Publica Faction and Isamaaliit Faction  A new national holiday is added to the Act: The 22nd of September – Resistance Struggle Day. 8 members of the Riigikogu voted against the Act, nobody abstained.

The Riigikogu passed with 77 votes in favour the Act on the Repeal of § 18 of the Social Benefits for Disabled Persons Act (1059 SE), initiated by the Estonian Centre Party Faction, Estonian People’s Union Faction and Estonian Reform Party Faction. The amendment to the Act repeals § 18 of the Social Benefits for Disabled Persons Act which imposed restrictions on the payment of social benefits for disabled persons. The Act enters into force on 1 January 2008. Nobody voted against the Act and nobody abstained.

The Riigikogu passed with 65 votes in favour the Act on Amendments to § 10(2) of the Environmental Charges Act (1098 SE), initiated by the Environment Committee. The amendments to the Act were due to the need to harmonise § 10 of the Environmental Charges Act with the Water Act and the rest of provisions regulating the payment of fees for the special use of water in the Environmental Charges Act. Nobody voted against the Act and nobody abstained.

The Riigikogu passed with 55 votes in favour the Personal Data Protection Act (1026 SE), initiated by the Government of the Republic. The purpose of the Act is to protect the fundamental rights and freedoms of natural persons in processing the personal data, first of all the right to inviolability of private life.
