The Riigikogu passed six Acts and a Resolution:

The Riigikogu passed with 72 votes in favour (2 abstentions) the Estonian Development Fund Act (946 SE and 861 SE), initiated by the Government of the Republic and Isamaaliit Faction. The purpose of the Development Fund, which will be established, is to stimulate and support the changes in the Estonian economy, which should contribute to modernizing the economy, ensuring the growth of export and creating additional offices which require high qualification. An investment capital for intended purposes will be formed for financing the Development Fund. Upon the establishment of the Development Fund the state-held shares of the AS Eesti Telekom, corresponding to at least 3 percent holdings, will be transferred to it, , with the current value of approximately EEK 500 million. The Development Fund may use share dividends as well as the means received from the sale of shares from the investment activities.

The Riigikogu passed with 72 votes in favour (5 against) the Act on Amendments to the Social Welfare Act and to Other Acts Arising Therefrom (918 SE), initiated by the Government of the Republic. The Act regulates the rendering of the two new social services – the service of a substitute home and the childcare service. The substitute home service has worked for a long time as a so-called children’s home service, the requirements for it have so far been established mainly on the level of regulations. Now the named requirements were brought to the level of law. In case of the childcare service the requirements were established to the providers of childcare services, childminders and providers of childcare services.

The Riigikogu passed with 73 votes in favour the Act on Amendments to § 5 of the Income Tax Act and to § 10 of the Land Tax Act (992 SE), initiated by the Government of the Republic. The Act increases the rate of the taxable income of a resident natural person from the present 11.8 percent to 11.9 percent to local governments. The Act proceeds from the decision of the Government, of 14 September, to transfer the means of equalization of the wages of cultural and education workers in the amount of EEK 100 million to the revenue base of local governments.

The Riigikogu passed with 74 votes in favour the Estonian Central Register of Securities Act and Commercial Code Amendment Act (951 SE), initiated by the Government of the Republic. The Act specifies the process of coordination of a registrar’s price list and liability insurance conditions, makes changes in the present organisation of supervision over the share issuers registered in a register, adds the provisions regulating the liability of a nominee account owner which until now were not mentioned in the Act. The provisions on exercising supervision over the nominee account owner have also been introduced in the Act. The procedure for more specific information exchange between the Estonian Central Register of Securities and the Commercial Register is also established.

The Riigikogu passed with 53 votes in favour the Act on the Ratification of the Convention Setting Up a European University Institute (998 SE), initiated by the Government of the Republic. The objective of the Convention is to contribute through the provision of higher education and with research work to the development of the European cultural and scientific heritage in its unity and diversity.

The Riigikogu passed with 44 votes in favour the Act on the Accession to the Agreement Relating to the International Telecommunications Satellite Organization (INTELSAT), initiated by the Government of the Republic. The Act enables Estonia to join the Agreement concerning the International Telecommunications Satellite Organization and become a member of the ITSO. The membership in the ITSO enables Estonia to participate in the work of the international earth surveillance organization and to get an overview of the operation and development of the global space communication system.

The Riigikogu passed with 52 votes in favour the Resolution of the Riigikogu On the Use of the Estonian Defence Forces Unit in Performance of International Duties of the Estonian State in Latvia (1006 OE), submitted by the Government of the Republic. Pursuant to the Resolution, during the period of 20 November to 4 December the Estonian Defence Forces Unit of up to 40 members may be used in ensuring the security of the NATO Summit in Riga. The Republic of Latvia wishes to use armoured vehicles of the Estonian Defence Forces whose task in cooperation with the Latvian Police and under the leadership of the latter, in case of possible mass disturbances, is to block the streets and transport the staff of the structures of power taking part in securing the summit.

The Riigikogu concluded the second reading of six Bills:

The State Budget of the Year 2007 Bill (987 SE), initiated by the Government of the Republic. The Isamaaliit Faction, Res Publica Faction and Social Democratic Party Faction moved to suspend the second reading of the Bill. The motion was not supported. The result of voting: 25 votes in favour, 49 against. The term for submission of motions to amend to the Finance Committee is 20 November, 4 p.m.

The Bill on Amendments to the Investment Funds Act, Credit Institutions Act, Financial Supervision Authority Act, Guarantee Fund Act and Insurance Activities Act (919 SE), initiated by the Government of the Republic;

The Bill on Amendments to the State Family Benefits Act, Social Welfare Act, Social Benefits for Disabled Persons Act and Parental Benefits Act (952 SE, 977 SE, 139 SE and 926 SE), initiated by the Government of the Republic and Members of the Riigikogu Siiri Oviir and Marika Tuus and the Isamaaliit Faction and Res Publica Faction;

The Bill on Amendments to the European Union Common Agricultural Policy Implementation Act (990 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (969 SE), initiated by the Government of the Republic. The Isamaaliit Faction and Res Publica Faction moved to suspend the second reading. The motion was not supported. The result of voting: 16 votes in favour, 42 against.

The Bill on Amendments to the Code of Civil Procedure and State Fees Act (966 SE), initiated by the Government of the Republic;

The Riigikogu suspended the second reading of the Bill on Amendments to the Weapons Act, State Fees Act and Strategic Goods Act (967 SE), initiated by the Government of the Republic.

The Riigikogu concluded the first reading of three Bills:

The Bill on Amendments to the Insurance Activities Act (995 SE), initiated by the Government of the Republic;

The Bill on Amendments to § 97 of the Defence Forces Service Act (981 SE), initiated by the Estonian Reform Party Faction, Estonian Centre Party Faction and Estonian People’s Union Faction;

The Bill on Amendments to the Ambient Air Protection Act and Environmental Supervision Act (985 SE), initiated by the Government of the Republic.

On the motion of the Environment Committee the Bill on Amendments to the Fishing Act (905 SE), initiated by the Government of the Republic, was not deliberated.

At Question Time Minister of Finance Aivar Sõerd answered the questions about funding the repurchase of qualifying holdings of Eesti Raudtee. Minister of the Environment Rein Randver answered the questions about the exchanges of land holding and the environmental supervision. Minister of Internal Affairs Kalle Laanet answered the questions about the next year state budget and internal security.
