The Riigikogu passed the following Acts:

The Product Safety Act Amendment Act (702 SE), initiated by the Government of the Republic, was passed with 69 votes in favour. The purpose of the Act is to improve consumer protection by ensuring that all goods and services, including the goods and services which are not specifically regulated, are as safe as possible. Pursuant to the Act, a dangerous service is a service which may lead to injury, poisoning, illness or other danger to human health, if it is rendered faultively or with the aid of a product with defective construction or deficient composition, or if the information provided on the service is incorrect, misleading or insufficient. For the failure to meet the requirements of law, a fine was imposed of up to 300 fine units (EEK 18,000), or up to EEK 50,000 for legal persons.

The Act on Amendments to § 3 of the Universities Act (699 SE and 700 SE), initiated by the Government of the Republic, was passed with 62 votes in favour (1 against). Pursuant to the Act, the Estonian Academy of Music is renamed the Estonian Academy of Music and Theatre, and the Estonian Agricultural University is renamed the Estonian Rural University.

The Riigikogu concluded the second reading of the Bill on Amendments to the Land Reform Act (681 SE), initiated by the Estonian People’s Union Faction, Estonian Reform Party Faction and Estonian Centre Party Faction. Pursuant to the Bill, the Government establishes a procedure for transferring land to municipal ownership. The opposition criticized the possible danger of monopolizing the decision-making competence proceeding from the above. The motion of the Isamaalit Faction to suspend the second reading of the Bill was not supported, 44 members of the Riigikogu were against the motion and 21 in favour of the motion.

On the motion of the Centre Party Faction, with 41 votes in favour (24 against) the Riigikogu withdrew from legislative proceeding the Bill on Amendments to the State Family Benefits Act and Associated Acts (664 SE), initiated by the Union for the Republic – Res Publica Faction.
