The Riigikogu passed with 63 votes in favour the Resolution On Changing the Membership of the Council on Allocation of Grants from Gambling Taxes (1002 OE), submitted by the Finance Committee. Pursuant to the Resolution, Jaan Kallas was excluded from the membership of the Council and Secretary General of the Ministry of Education and Research Sirje Jõgiste was appointed a new member of the Council. One member of the Riigikogu voted against the Act and one member of the Riigikogu abstained.

The Resolution On Amendments to the Resolutions of the Riigikogu in connection with the Appointment of a New Member of the Broadcasting Council (1012 OE), submitted by the Cultural Affairs Committee, was not passed at the final voting and thus was withdrawn from legislative proceeding. 49 members of the Riigikogu voted against the Resolution and 35 members of the Riigikogu in favour of it.

The second reading of the Bill on Amendments to § 5 of the Political Parties Act (569 SE), initiated by the Constitutional Committee, was concluded. The third reading of the Bill will take place on Thursday, 9 November.

The second reading of the Bill on Amendments to the Riigikogu Rules of Procedure Act (624 SE), initiated by the Constitutional Committee, was suspended.
