The Riigikogu concluded the first reading of the Bill on Amendments to the Eesti Pank Act (182 SE), initiated by the Finance Committee. The Bill provides repealing of the specific requirement of higher education for the Chairman of the Supervisory Board of Eesti Pank or the Governor of Eesti Pank. Pursuant to the Act which is currently in force, they must have higher education in economics or law. According to the reasons provided by the Finance Committee, in view of the education provided at the institutions of higher education today, persons who are competent to perform the functions of the Chairman of the Supervisory Board of Eesti Pank or the Governor of Eesti Pank can be found from among representatives of other specialties. The Bill provides that only academic higher education is required in case of the specified positions.

On the motion of the Economic Affairs Committee, the Riigikogu rejected at the first reading the Bill on Amendments to the Dwelling Act (149 SE), initiated by the Estonian Centre Party Faction, which had been intended to provide the approval of the development plan for housing by a Resolution of the Riigikogu because the initiators considered the theme of housing very important. At this moment, the approval of the specified development plan is within the competence of the Government. The result of voting: 45 votes in favour, 35 against. The Bill was withdrawn from legislative proceeding.
