The Riigikogu passed in the second legislative proceeding with 54 votes in favour the Act on Amendments to the Penal Code, the Public Service Act and the Aliens Act (416 UA)which the President of the Republic had refused to proclaim. This Act amends the sections in the Penal Code which provide punishments for violent activities directed against the Republic of Estonia, treason, non-violent activities committed by aliens against the Republic of Estonia, supporting of a war against or occupation of the Republic of Estonia, a conspiracy against the Republic of Estonia, counterfeiting against the Republic of Estonia, influencing of a police officer or a person who is in active service against the state, and organising and preparation of a mass disorder and incitement to participation therein. 13 members of the Riigikogu voted against the Act, nobody abstained.

The Act on Amendments to the State Assets Act and the Nature Conservation Act (568 SE), initiated by the Government, was passed with 74 votes in favour. The purpose of the amendments is to amend the legal provisions regulating the right of pre-emption which is created upon transfer of state assets pursuant to the State Assets Act and to make the right of entitled persons to purchase state assets on advantageous conditions dependent on their active participation in the auction organised for the transfer. The regulation added to the Act should also reduce the duration and administrative burden of the transfer proceedings, and ensure the opportunity for entitled persons to acquire immovables at the price formed at public auction. Nobody voted against the Act and nobody abstained.
 
The Act on Amendments to the Penal Code (530 SE), initiated by the Government, was passed with 77 votes in favour. The amendments criminalise attacks against flight safety, such as illegal transportation of a weapon, an explosive device, a device causing ignition, or another device, facility or substance harmful to the flight safety of the aircraft on board an aircraft, or installation of such device, facility or substance on an aircraft, as well as transportation of a substance hazardous to the health of the people on board aircraft, shooting of an aircraft or another act with the aim of destroying or damaging an aircraft or if the danger of occurrence of an aircraft accident or aircraft incident is caused thereby.
By way of another major amendment, the Act criminalises identity theft. A punishment is provided for the use of the identity of another person if damage is thereby caused to the rights or interests of another person that are protected by law or if it is committed with the aim of concealing a criminal offence. Nobody voted against the Act and nobody abstained.
