The Riigikogu passed two Acts:

The Act on Amendments to the Public Service Act and Other Acts (365 SE), initiated by the Government, by which amendments are made concerning the application of favourable conditions to officials and employees of administrative agencies, was passed with 73 votes in favour. The implementing provisions of the Public Service Act are also amended, and amendments are made to the Unemployment Insurance Act, the Individual Labour Dispute Resolution Act and the Labour Market Services and Benefits Act in order to bring them into conformity with the new Public Service Act. 

The Act on Amendments to the Police and Border Guard Act, the Rescue Service Act and Associated Acts (364 SE), initiated by the Government, was approved with 64 votes in favour (2 against). It introduces into these Acts the amendments connected with the entry into force of the new Pubic Service Act in order to ensure sustainable functioning of special services, including the police service and the rescue service. 

The Riigikogu concluded the second reading of the Bill on Amendments to the Foreign Service Act and the Public Service Act (366 SE), initiated by the Government. The Bill amends the Foreign Service Act so that it would apply also to the administrative officials employed in foreign missions on the basis of an employment contract, in the light of the new Public Service Act which will enter into force on 1 April. The current foreign service system is preserved which has established uniform rotation principles for diplomats as well as administrative officials.
