At Question Time ministers answered the questions of the members of the Riigikogu.

 

Minister of Education and Research Toivo Maimets answered the question of Andres Tarand about the project for the school of the 21st century, the question of Kaarel Pürg about teachers? salaries, the question of Vladimir Velman about private higher schools and the question of Trivimi Velliste about the objects protected under heritage conservation of the University of Tartu.

 

Minister Jaan Õunapuu answered the question of Ain Seppik about citizens? permanent address registrations and the question of Ivari Padar about the administrative reform.

 

Minister of Social Affairs Marko Pomerants answered the question of Helir-Valdor Seeder about the tax reform, the question of Eiki Nestor about social benefits for disabled persons and the question of Tõnis Lukas about the construction of a health education centre.

 

The alternate member of the Riigikogu Aivar Õun took the oath of office.

 

Minister of Social Affairs Marko Pomerants made a political statement.

 

The Riigikogu passed the following Act:

 

The Riigikogu passed with 46 votes in favour the Security Act (12 SE), initiated by the Government of the Republic. The Act stipulates the conditions and procedure for the activities of an undertaking in the provision of security services, the rights and obligations of a security guard and the guarantees prescribed for security guards and the conditions and procedure for the organisation of internal guarding, and regulates the exercising of supervision over the activities of security undertakings and internal guarding and prescribes liability for the violation of the Act.

 

The Riigikogu heard the overview by the Auditor General:

 

Overview by the State Audit Office concerning the Use and Preservation of State Assets in 2002. Auditor General Mihkel Oviir made a report.

 

The Riigikogu concluded the first reading of the following Bills:

 

The Explosive Substances Bill (73 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 22 October, 18.00.         

 

The Bill on Amendments to § 27 of the Traffic Act (100 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 22 October, 18.00.

 

The Bill on the Termination of the Free Trade Agreement between the Republic of Estonia and the Ukraine, the International Agreement between the Republic of Estonia and the EFTA States and the Free Trade Agreement between the Republic of Estonia and the Republic of Turkey (135 SE), initiated by the Government of the Republic.  The term for submission of motions to amend to the Economic Affairs Committee is 9 October, 13.00.

 

The Bill on the Accession to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf (113 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 22 October, 18.00.

 

The Bill on Amendments to the Money Laundering Prevention Act, Financial Supervision Authority Act, Credit Institutions Act, Police Act and Securities Market Act (103 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 22 October, 18.00.

 

The Parents? Benefits Bill (125 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Social Affairs Committee is 16 October, 12.00.

 

The Draft Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the Security Authorities Surveillance Committee of the Riigikogu (124 OE), submitted by the Security Authorities Surveillance Committee of the Riigikogu. The term for submission of motions to amend to the Constitutional Committee is 13 October, 11.00.

 

The Draft Resolution of the Riigikogu On the Approval of the Report on the Implementation of the State Budget of 2002 (75 OE), submitted by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 13 October, 18.00.

 

The Riigikogu rejected the following Bill:

 

The Bill on Amendments to §§ 6 and 23 of the Working and Rest Time Act (76 SE), initiated by the Mõõdukad Faction. The results of voting: 43 votes in favour, 4 against.
