Minister of Economic Affairs and Communications Edgar Savisaar replied to the interpellation (No. 165) concerning the increase in the price of district heating, submitted on 12 September by Members of the Riigikogu Helir-Valdor Seeder, Andres Herkel, Peeter Tulviste, Tõnis Lukas, Mart Laar, Trivimi Velliste and Mart Nutt.

Mr. Savisaar explained that the Government had discussed the question twice. On 20 October the decision was made to introduce a scheme of benefits for those home consumers for whom the price of district heating would increase by more than 20 percent. Whereas the Government agreed that benefits would not be paid to entrepreneurs who kept to the prices on the stipulated 20 percent level, but directly to home consumers. The Ministry of Economic Affairs and Communications together with the Ministry of Social Affairs, the Ministry of Finance, and the Minister of Regional Affairs and the Ministry of Internal Affairs, was assigned the task to prepare the programme for the implementation of that benefit. Information about the programme will be published after it has been elaborated in detail.

Minister stated that the increase in the price of oil-shale oil was actually a pretext to concentrate attention on the problems related to the price of fuel. The position of the Ministry of Economic Affairs and Communications is that in case the increase in price is more than 20 percent, it is necessary to support all consumers, regardless of the type of fuel they use. “The problem does not concern only the price of oil-shale oil,” Mr. Savisaar explained.

Minister of the Environment Villu Reiljan replied to the interpellation (No. 175) concerning state strategies and coastal recreation areas, submitted on 28 September by Members of the Riigikogu Tõnis Lukas, Peeter Tulviste and Mart Nutt.

Minister of Justice Rein Lang replied to the interpellation (No. 167) concerning the positions of the Minister of Justice in the house purchase transaction of the Minister of Economic Affairs and Communications, submitted on 14 September by Members of the Riigikogu Urmas Reinsalu, Ken-Marti Vaher, Mihhail Lotman, Marko Pomerants, Peeter Tulviste, Eiki Nestor and Mart Laar, and to the interpellation (No. 180) concerning the rental contracts of the rooms of the former confectionery factory Kalev, submitted on 12 October by Members of the Riigikogu Mart Nutt, Mart Laar, Peeter Tulviste and Helir-Valdor Seeder.

Members of the Riigikogu Kadi Pärnits and Jarno Laur as the initiators withdrew the interpellation (No. 169) concerning mining permits in Ida-Viru County, submitted on 15 September. to Minister of the Environment Villu Reiljan. Consequently there was no reply to the interpellation.

During the open microphone Mihhail Stalnuhhin took the floor. He forwarded his statement on the resignation from the office of Member of the Riigikogu to the Board of the Riigikogu, in connection with his election to the office of a member of Narva Government Council.
