The Riigikogu passed two Acts:

The Riigikogu passed with 79 votes in favour the Riigi Teataja Act and State Fees Act Amendment Act (539 SE), initiated by the Government of the Republic. The Act specifies the organisation, distribution, keeping of the electronical Riigi Teataja and the procedure for correction of errors in official notices. The amendment to the State Fees Act establishes the exemption of state agencies from state fees upon presentation official notices.

The Riigikogu passed with 75 votes in favour the Gambling Act, Security Authorities Act and Lottery Act Amendment Act (594 SE), initiated by the Government of the Republic. The Act makes amendments to the regulation, in order to transfer the supervision over gambling and lotteries from the Ministry of Finance to the Tax and Customs Board. The competence of the tax authority includes also the issue of operating permits that had earlier been the task of the Ministry of Finance. The need to make changes proceeded from the role of the Tax and Customs Board and the character of the functions, therefore the transfer of the functions of a supervisory agency and issuer of operating permits to the named agency was practically more expedient. In future the issuer of operating permits will also be an eight-member committee, appointed by the Government of the Republic, and the Minister of Finance is ex officio the chairman of the committee.

The Riigikogu concluded the second reading of two Bills:

The Bill on Amendments to the Defence Forces Service Act and to Associated Acts (628 SE), initiated by the Government of the Republic;

The Bill on Amendments to § 60 of the Government of the Republic Act (627 SE), initiated by the Government of the Republic.

The Riigikogu suspended the second reading of the Witness Protection Bill (486 SE), initiated by the Government of the Republic.

The Riigikogu concluded the first reading of four Bills:

The Bill on Amendments to the Rural Development and Agricultural Market Regulation Act and the European Union Common Agricultural Policy Implementation Act (638 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Disciplinary Measures in Defence Forces Act and the Defence Forces Service Act (639 SE), initiated by the Government of the Republic;

The Bill on the Ratification of the Convention No 111 of the International Labour Organisation (ILO) concerning Discrimination in respect of Employment and Occupation (640 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Old-Age Pensions under Favourable Conditions Act and Superannuated Pensions Act (626 SE), initiated by the Government of the Republic.

At Question Time Minister of Internal Affairs Kalle Laanet answered the question about the Estonian Police.

Minister of Culture Raivo Palmaru answered the questions about the salaries of the cultural workers, cultural relations between Estonia and Russia, about censorship over the media, about culture and real estate and about the establishment of the National Broadcasting.

Minister Paul-Eerik Rummo answered the questions about ethnic minorities and the introduction of the immediate past.
