The Riigikogu heard the report of the acting Chief Justice of the Supreme Court, Chairman of the Administrative Chamber Tõnu Anton, about the courts administration, administration of justice and uniform application of law.

 

The Riigikogu passed the following Acts:

 

The Riigikogu passed with 46 votes in favour the Seafarers Act Amendment Act (298 SE), initiated by Members of the Riigikogu Kadi Pärnits and Eiki Nestor. The purpose of the Act is to ensure the state supervision over the working conditions at sea and to bring the Seafarers Act into conformity with the Conventions of the International Labour Organisation.

 

The Riigikogu passed with 46 votes in favour the Nature Conservation Act Amendment Act (390 SE), initiated by the Environment Committee. The Act restores the provision, originally included in the Act, but lost for technical reasons, according to which the activities for which nature conservation grants are paid, cannot be viewed as business activities and therefore they are free from taxation.  

 

The Riigikogu passed with 47 votes in favour the Pollution Charge Act Amendment Act (375 SE), initiated by Members of the Riigikogu Vello Tafenau, Henn Pärn, Olav Aarna and Rein Aidma. The Act makes amendments to the taxation of oil-shale chemistry industry with pollution charge.  The Act adds new activities to the Pollution Charge Act, in case of which it is possible to apply for the substitution of pollution charge with environmental investments. 

 

The Riigikogu passed with 49 votes in favour the Act on the Denunciation of the Convention on Future Multilateral Cooperation in the Northwest Atlantic Fisheries (396 SE), initiated by the Government of the Republic. Estonia ratified the Convention on future multilateral cooperation in the field of fishery in the Northwest Atlantic Ocean on February 10, 1993. Arising from the enlargement process of the European Union and Article 6(12) of the European Union Accessions Act, the new Member States must resign from such international fishery organisations, wherein the European Communities take part, by the date of accession or as quickly as possible after the date.

 

The Riigikogu passed with 48 votes in favour the Act on the Accession to the IMO Protocols of 1992 to Amend the International Convention on Civil Liability for Oil Pollution Damage, 1969 and the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage, 1971 (405 SE), initiated by the Government of the Republic. With the passage of the Act the Republic of Estonia accedes to the 1992 protocols, which make amendments to the International Convention on Civil Liability for Oil Pollution Damage, 1969 and the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage, 1971.

 

The Riigikogu concluded the second reading of the Bill on Amendments to the Weapons Act (398 SE), initiated by the Legal Affairs Committee.

 

On the motion of the Finance Committee (37 votes in favour, 12 against) the Riigikogu withdrew the Bill on Amendments to § 15 of the Value Added Tax Act (340 SE), initiated by the Estonian Centre Party Faction, from the legislative proceeding.
