At Question Time ministers answered the questions of the members of the Riigikogu. A total of 7 items were deliberated.

Prime Minister Juhan Parts answered the questions about the sugar fine and about the conclusions of the natural disaster in Pärnumaa and Läänemaa on the 9th January.

Minister of the Environment Villu Reiljan answered the questions about political liability and the cooperation within the Government.

Minister of Foreign Affairs Kristiina Ojuland answered the questions about the cooperation with the neighbouring countries, the boundary agreement having the impact on the existence of Setus and about the protection of human rights in Chechnya.

The Riigikogu passed the following Acts:

The Act on the Ratification of the Convention between the Government of the Republic of Estonia and the Government of the Republic of Turkey for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and the Protocol thereto (476 SE), initiated by the Government of the Republic, was passed with 67 votes in favour. The aim of this Convention is to put restrictions on income taxes that one state may impose on residents of another country, and to eliminate international double taxation which may occur as a result of interaction of the laws of the two countries. The Convention regulates the division of the right to taxation between the states and stipulates the avoidance of discriminatory taxation and the prevention of fiscal evasion.

The Act on the Acceptance of the Constitution of the World Health Organization and Amendments thereto (477 SE), initiated by the Government of the Republic, was passed with 59 votes in favour. The Act ratifies the Constitution of the WHO and accepts the amendments to the Constitution. Thus the obligation to ratify the agreement in the Riigikogu, arising from the Constitution, is fulfilled, which had not been realized since 1993.

The Riigikogu concluded the second reading of the following Bills:

The Bill on Amendments to the Roads Act ( 501 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Support of Enterprise and State Loan Guarantees Act (508 SE, 459 SE and 460 SE), initiated by the Government of the Republic, Isamaaliit Faction and the Estonian Centre Party Faction.

The Riigikogu suspended

the second reading of the Bill on Amendments to the Securities Market Act, Financial Supervision Authority Act, Money Laundering and Terrorist Financing Prevention Act, Credit Institutions Act and Estonian Central Register of Securities Act (492 SE), initiated by the Government of the Republic.

The Riigikogu concluded the first reading of the following Bills :

The Bill on Amendments to § 64 of the Government of the Republic Act (531 SE), initiated by the Government of the Republic;

The Bill on Amendments to § 11 of the State Borders Act (540 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Police Act and Police Service Act and to Other Acts Arising therefrom (500 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Unlawfully Expropriated Property Valuation and Compensation Act (529 SE), initiated by the Government of the Republic;

The Bill on the Ratification of the European Convention on the Supervision of Conditionally Sentenced or Conditionally Released Offenders (546 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Commercial Code (552 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Code of Civil Procedure, Code of Administrative Court Procedure, State Liability Act, Code of Misdemeanour Procedure and the Code of Criminal Procedure (545 SE), initiated by the Government of the Republic;

The Bill on Amendments to the State Export Guarantees Act (544 SE), initiated by the Government of the Republic;

The Bill on Amendments to Principles of Legal Regulation of Industrial Property Act (542 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Basic Schools and Upper Secondary Schools Act, Adult Education Act, Public Service Act, State Fees Act, Private Schools Act, Vocational Educational Institutions Act and Pre-School Child Care Institutions Act (487 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Republic of Estonia Education Act, Rural Municipality and City Budgets Act, Basic Schools and Upper Secondary Schools Act, Private Schools Act, Vocational Educational Institutions Act and Pre-School Child Care Institutions Act (488 SE), initiated by the Government of the Republic.

The Environment Committee as the initiator rejected the Bill on Amendments to the Forest Act (511 SE) from the legislative proceeding of the Riigikogu.
