The Riigikogu did not pass a no confidence vote against Mailis Reps, because 35 deputies voted in favour of it. At least 51 votes in favour were needed for the expression of no confidence. The expression of no confidence in Minister of Education and Research Mailis Reps was submitted by Marko Mihkelson on behalf of the Res Publica Faction, Isamaaliit Faction and Social Democratic Faction. 35 members of the Riigikogu signed the document.

The Riigikogu passed the Strategy for Sustainable Development
The Riigikogu passed with 51 votes in favour the Resolution of the Riigikogu On the Approval of the Estonian National Strategy for Sustainable Development “Sustainable Estonia 21”(619 OE), submitted by the Government of the Republic. The strategy creates the basic framework for harmonious and balanced development of different spheres of the state and determines general long-term development goals and directions of activities. The approval and implementation of the Sustainable Estonia 21 in the international context is necessary for Estonia’s active participation in the formation of international development processes. Estonia, like other countries, fulfils the obligations assumed on the level of the European Union and the UN by implementing the strategy and providing presenting reports (the Lisbon, Gothenburg and Cardiff processes of the European Union envisage the linking of developments of economic, social and environmental spheres, as well as annual reporting on the fulfilment of formulated objectives; according to the Johannesburg 2002 plan of action, all the states and regions of the world must report on the results of implementation of long-term development strategies).

The Riigikogu concluded the second reading of the Bill on Amendments to the Disciplinary Measures in Defence Forces Act and the Defence Forces Service Act (639 SE).

The Riigikogu concluded the first reading of two Bills:

The Bill on Amendments to the Working and Rest Time Act and to the Seafarers Act (667 SE), initiated by the Government of the Republic;

The Bill on Amendments to Acts Relating to the Structural Reform of the Tax and Customs Board (676 SE), initiated by the Government of the Republic.

At Question Time Minister of Economic Affairs and Communications Edgar Savisaar answered the questions about the economic interests of the Minister.

Minister of Culture Raivo Palmaru answered the questions about the enlargement of the cultural heritage conservation area of the town of Pärnu.
