The extraordinary session, convened on the motion of 35 members of the Riigikogu by 11.00 a.m. was not held due to the lack of quorum. 41 members of the Riigikogu were present, 60 members of the Riigikogu were absent. In order to hold the extraordinary session, the presence of more than a half of the members of the Riigikogu, i.e. 51 members, is required.
