The Riigikogu passed with 62 votes in favour the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Appointment of Members of the Supervisory Board of the National Opera (496 OE), submitted by the Cultural Affairs Committee. Pursuant to it, Helir-Valdor Seeder, instead of Tunne Kelam, was appointed a member of the Supervisory Board of the National Opera.

 

The Riigikogu concluded the second reading of the Bill on Amendments to the Penal Code for Criminalisation of the Sale of Alcohol to Minors (371 SE), initiated by the Isamaaliit Faction. Pursuant to the Bill, the sale of alcohol to minors is criminalized beginning from the second time. The sale of alcohol to a child for the first time is treated as a misdemeanour. On behalf of the initiators of the Bill, Tõnis Lukas said: ?This Bill and hopefully also these motions to amend, the Isamaaliit willingly supports in large part, will make it possible for the police to act more effectively and for the society to move on with fast steps towards solving this problem.?

 

The Riigikogu rejected with 32 votes in favour (44 against) the application of the Vice-President of the Riigikogu Peeter Kreitzberg to allocate a room for meetings to Members of the Riigikogu who did not belong to any factions of the Riigikogu and create the post of a consultant to serve them. 


On the motion of the Social Affairs Committee (41 votes in favour, 16 against) the Riigikogu withdrew the Bill on Amendments to the Family Benefits Act (419 SE), initiated by the Social Democratic Party Faction, from the legislative proceeding.
